2023 10 17 FCPEMSD MinutesMINUTES OF THE REGULAR MEETING OF THE BOARD OF DIRECTORS OF THE BAYTOWN FIRE CONTROL, PREVENTION, AND EMERGENCY MEDICAL SERVICES DISTRICT October 171 2023 The Board of Directors of the Baytown Fire Control, Prevention, and Emergency Medical Services District (FCPEMSD) met in a Regular Meeting on Tuesday, October 17, 2023, at 4:39 P.M., in the Baytown Conference Room of the Baytown City Hall, 2401 Market Street, Baytown, Texas with the following in attendance: Barry L. Hawkins Vice President Rhonda Lopez Director Larry Hollaway Director Jamari Gilbert Director Carol Flynt Assistant General Manager Vance Hinds Assistant General Counsel Shannon Bennett Acting Secretary Vice President Barry L. Hawkins convened the October 17, 2023, FCPEMSD Board Regular Meeting with a quorum present at 4:39 P.M., all members were present with the exception of Director Preet Singh who was absent. 1. MINUTES a. Consider approving the minutes of the Baytown Fire Control, Prevention, and Emergency Medical Services District Regular Meeting held on June 20, 2023. A motion was made by Director Larry Hollaway, and seconded by Director Rhonda Lopez to approve the minutes of the Baytown Fire Control, Prevention, and Emergency Medical Services District Regular Meeting held on June 20, 2023, as submitted. The vote was as follows: Ayes: Vice President Barry L. Hawkins, Director Rhonda Lopez, Director Larry Hollaway, Director Jamari Gilbert Nays: None Other: Director Preet Singh (Absent) Approved b. Consider approving the minutes of the Baytown Fire Control, Prevention, and Emergency Medical Services District Special Meeting held on July 13, 2023. FCPEMSD Board Regular Meeting Minutes October 17, 2023 Page 2 of 4 A motion was made by Director Rhonda Lopez, and seconded by Director Larry Hollaway to approve the minutes of the Baytown Fire Control, Prevention, and Emergency Medical Services District Special Meeting held on July 13, 2023, as submitted. PROPOSED RESOLUTIONS a. Consider a resolution authorizing the purchase of one (1) 2024 Ford F-450 Diesel 4X2 Regular Cab Chassis and Frazer Type I 14' Ambulance for the Fire Department. Assistant Chief Dana Dalbey presented agenda Item 2.a. and stated that Resolution No. 94 authorizes the purchase of one (1) 2024 Ford F-450 Diesel 4X2 Regular Cab Chassis and Frazer Type I 14' Ambulance module from Sterling McCall Ford, through the Houston -Galveston Area Council ("H-GAC"), in the amount of $338,150.00. Further Mr. Dalby stated that the new chassis ambulance module will be used to replace the Medic 4 ambulance and that this item was approved in the budget per the Fire Department Apparatus Replacement Plan, which calls for an ambulance to be replaced annually. A motion was made by Director Larry Hollaway, and seconded by Director Rhonda Lopez to approve Resolution No. 96, related to Item 2.a. The vote was as follows: Ayes: Vice President Barry L. Hawkins, Director Rhonda Lopez, Director Larry Hollaway, Director Jamari Gilbert Nays: None Other: Director Preet Singh (Absent) Approved RESOLUTION NO. 96 A RESOLUTION OF THE BOARD OF DIRECTORS OF THE BAYTOWN FIRE CONTROL, PREVENTION, AND EMERGENCY MEDICAL SERVICES DISTRICT APPROVING THE PAYMENT FROM THE BAYTOWN FIRE CONTROL, PREVENTION, AND EMERGENCY MEDICAL SERVICES DISTRICT'S FISCAL YEAR 2023-2024 BUDGET FOR THE PURCHASE OF ONE (1) 2024 FORD F-450 DIESEL 4X2 REGULAR CAB CHASSIS AND FCPEMSD Board Regular Meeting Minutes October 17, 2023 Page 3 of 4 FRAZER TYPE I 14' AMBULANCE FOR THE FIRE DEPARTMENT IN THE AMOUNT OF THREE HUNDRED THIRTY-EIGHT THOUSAND ONE HUNDRED FIFTY AND NO/100 DOLLARS ($338,150.00); MAKING OTHER PROVISIONS RELATED THERETO; AND PROVIDING FOR THE EFFECTIVE DATE THEREOF. 3. BUSINESS ITEMS None 4. REPORTS a. Receive the FCPEMSD Quarterly Financial and Investment Reports for the Quarter Ending June 30, 2023. Assistant Finance Director Gina Guillory presented the Baytown Fire Control, Prevention, and Emergency Medical Services District Quarterly Financial and Investment Reports for Third Quarter Ending June 30, 2023, and provided a recap of the report. Ms. Guillory stated that Revenues from Sales Tax for the month of June was slightly less than anticipated, but that since the other months were up, it balanced out at the end of the quarter at 8 1 % of projected Revenues for 2022-23 Fiscal Year. Expenses ended the quarter at 52% of projected budgeted amounts and Earnings ended the quarter at $53,592. In conclusion Ms. Guillory offered any questions from the Board. No questions were asked of the Board and the Board Members acknowledged the Report as received. b. Present an update regarding the Baytown Fire Training Field. Assistant Fire Chief Ryan Tucker presented an update on the Baytown Fire Training Field and stated that year to date totals are a little over $62,000 in Revenues and October is projected to be slightly higher as the facilities are fully booked through the end of October. Additionally, Mr. Tucker provided the following customers that have utilized their facilities in the past month: Enterprise which is their largest customers and several Rescue Companies such as First In Rescue Safety and Training (FIRST) and Industrial Rescue Instruction Systems (IRIS) which rents out the class rooms and towers; department -wide the City utilizes facilities for HAZMAT trainings; CPR classes; interviews for several City of Baytown Departments; Firefighter Strategic Planning Meetings; and monthly the Baytown Human Resources Department uses the facilities for New Hire Orientation. Additionally, the Public Affairs Department utilities the facilities for various events, and the Baytown Police Department holds K-9 Trainings, which brings in participants from around the greater Houston area. As well as the Community Response Team uses the facility weekly on Thursday's; Channel Industries Mutual Aid (LIMA) rescue classes; and several Neighborhood Watches and the Lakewood Homeowners Association also utilizes the facilities. Lastly, Mr. Tucker provided an update on the replacement of the gas lines for the two props that leak, and stated that work started last week on the final items that need to be completed to have FCPEMSD Board Regular Meeting Minutes October 17, 2023 Page 4 of 4 the Industrial Props completely operational, and that work should be completed by the end of the month, as they are waiting on funding from the new budget year to complete the piping work. 5. MANAGER'S REPORT a. The next Baytown Fire Control, Prevention, and Emergency Medical Services District meeting is scheduled for Tuesday, January 16, 2023, at 4:30 P.M. in the Baytown Conference Room located at City Hall, 2401 Market Street, Baytown, Texas. Assistant General Manager Carol Flynt reported their next meeting is scheduled for January, 16, 2024, at 4:30 P.M. in the Baytown Conference Room located at City Hall. 6. ADJOURN With there being no further business to discuss, Vice President Barry L. Hawkins adjourned the October 17, 2023, FCPEMSD Board Regular Meeting at 4:46 P.M.
