April 25, 2024
The City Council of the City of Baytown, Texas, met in a Regular Work Session on Thursday,
April 25, 2024, at 5:30 P.M. in the Council Chamber of the Baytown City Hall at 2401 Market
Street, Baytown, Texas, with the following in attendance:

Mayor Brandon Capetillo convened the April 25, 2024 City Council Regular Work Session with
a quorum present at 5:35 P.M. All members were present.
CITIZEN COMMENT
Mayor Brandon Capetillo announced a citizen signed up to speak.
Donna Mohlman 2201 Tuscan Lane, expressed her thoughts of the City of Baytown supporting
mental health in the month of May.
1. DISCUSSIONS
a. Receive and discuss a presentation concerning the Arts District Blueprint& Bay-
town Economic Prosperity Roadmap.
Director of Planning and Development Martin Scribner, summarized Item 1.a. related to the Bay-
town Economic Prosperity Roadmap and Arts District Blueprint.
Principal Greg Flesser with Kendig Keast Collaborative provided a broad overview of the Arts
District Blueprint and Baytown Economic Prosperity Roadmap projects. As well as the initial
findings and recommendations concerning both plans. The "Blueprint" will serve as a masterplan
to guide the redevelopment and revitalization of Baytown's Downtown Arts District and surround-
ing areas. The "Roadmap"will serve as the City's strategic plan and vision for economic develop-
ment policies,programs, and organizational framework. (Exhibit A)

City Manager Jason Reynolds informed the Council that May 23, 2024 Kendig Keast Collabora-
tive representatives will return with a request to adopt and move forward with the next steps of
developing the projects.
Council appreciated the presentation however, would like a list of projects to prioritize before
adoption.

With there being no further business to discuss, Mayor Brandon Capetillo adjourned the April 25,
2024, City Council Regular Work Session at 6:11 P.M.
