April 11, 2024
The City Council of the City of Baytown, Texas, met in a Regular Work Session on Thursday,
April 11, 2024, at 5:30 P.M. in the Council Chamber of the Baytown City Hall at 2401 Market
Street, Baytown, Texas, with the following in attendance:

Mayor Brandon Capetillo convened the April 11, 2024 City Council Regular Work Session with
a quorum present at 5:41 P.M. All members were present with the exception of Mayor Pro Tern
Laura Alvarado who was absent.
1. CITIZEN COMMENT
Mayor Capetillo reported there are no citizens signed up to speak.
2. DISCUSSIONS
a. Discuss the feasibility, benefits and potential challenges of implementing a sewer cap
on water bills.
City Manager Jason Reynolds presented the Council with a presentation to discuss temporary relief
for sewer usage in the summer of Fiscal Year 2024. Mr. Reynolds highlighted a cap comparison;
comparing sewer usage with or without a cap to show the impact of the options provided along
with the pros and cons of the temporary relief that would affect the residents of the City of Bay-
town. City Council led a discussion and suggested options of a temporary relief. The Item 2.a.,
may be discussed in a future meeting. (Exhibit A)
3. ADJOURN
With there being no further business to discuss, Mayor Capetillo adjourned the April 11,
2024, City Council Regular Work Session at 6:07 P.M.
