2024 01 20 CC Minutes, Retreat (Day 2) MINUTES OF THE RETREAT, DAY 2, MEETING OF THE CITY COUNCIL OF THE CITY OF BAYTOWN January 20, 2024 The City Council of the City of Baytown, Texas, met on the second day of a Retreat on Saturday, January 20, 2024 at 8:30 A.M. in the Lake Woodlands Ballroom C at the Embassy Suites by Hilton the Woodlands at High's Landing, with the following in attendance: Laura Alvarado Mayor Pro Tern Sarah Graham Council Member Kenrick Griffith Council Member Jacob Powell Council Member Mike Lester Council Member James Franco Council Member Brandon Capetillo Mayor Jason Reynolds City Manager Carol Flynt Assistant City Manager Brant Gary Assistant City Manager Teresa McKenzie Finance Director Thomas Reeves Public Affairs Director Sabrina Martin Assistant to the City Manager Mayor Pro Tem Alvarado convened the January 20, 2024, City Council Retreat Meeting with a quorum present at 8:40 A.M., and with all members present except for Mayor Capetillo and Coun- cil Member Griffith. Mayor Capetillo and Council Member Griffith arrived to the meeting at 9:00 A.M. 1. CITIZEN COMMENTS Mayor Capetillo announced no one signed up to speak. 2. DISCUSSION a. Review 2023 Achievements and 2024 Operations Assistant City Manager Carol Flynt and Assistant to the City Manager Sabrina Martin presented the 2023 achievement board that was created from a conversation with Directors. City Council celebrated the achievements and asked questions for clarification on topics they were not as famil- iar with. City Council then reviewed the 120 Day Priority Cones, and asked questions for clarifi- cation. 3. DISCUSSION City Council Retreat Meeting Minutes January 20,2024 Page 2 of 2 a. Discuss City Council Goals, Policy, and Vision for 2025. Assistant City Manager Carol Flynt and Assistant to the City Manager Sabrina Martin facilitated a discussion with City Council on the five strategic directives of the Imagine Baytown Strategic Plan. City Council discussed where they have seen the city Glow in 2023, Strategic Goals for FY 2025, and Priority Action Items for FY 2025. 4. ADJOURN With there being no further business to discuss, Mayor Capetillo adjourned the January 20, 2024, City Council Retreat, Day 2, at 11:58 P.M.
