2024 01 19 CC Minutes, Retreat (Day 1) MINUTES OF THE RETREAT, DAY 1, MEETING OF THE CITY COUNCIL OF THE CITY OF BAYTOWN January 19, 2024 The City Council of the City of Baytown, Texas, met on the first day of a Retreat on Friday, January 19th, 2024 at 8:30 A.M. in the Lake Woodlands Ballroom C at the Embassy Suites by Hilton the Woodlands at High's Landing, with the following in attendance: Laura Alvarado Mayor Pro Tern Sarah Graham Council Member Kenrick Griffith Council Member Jacob Powell Council Member Mike Lester Council Member James Franco Council Member Brandon Capetillo Mayor Jason Reynolds City Manager Carol Flynt Assistant City Manager Brant Gary Assistant City Manager Teresa McKenzie Finance Director Thomas Reeves Public Affairs Director Sabrina Martin Assistant to the City Manager Mayor Capetillo convened the January 19, 2024, City Council Retreat Meeting with a quorum present at 8:51 A.M. All members were present. 1. CITIZEN COMMENTS Mayor Capetillo announced no one signed up to speak. 2. DISCUSSIONS a. Discuss Council Roles and Responsibilities. b. Introduction and Assessment Workshop. After presenting welcoming remarks, Mayor Capetillo thanked the Council Members for attending. City Manager Jason Reynolds welcomed Laurie Hall and Angie Wright with New Horizon Strategies to begin the workshop. City Council received a presentation about the Barrett Values Assessment. Ms. Hall explained the seven levels and how that relates to every day actions. The group shared a few of their values with each other. Ms. Hall then explained how the 7 levels connect to local government responsibilities. City Council then discussed their role and the responsibilities of City Council and City management in regards to leading a municipality. Discuss City Policy Topics Assistant City Manager Carol Flynt and Assistant to the City Manager Sabrina Martin facilitated a discussion about six policy topics: Debt, Code Enforcement, Enterprise Funds, Recreation Events, Sponsorships and Memberships, and Vagrancy. 4. ADJOURN With there being no further business to discuss, Mayor Capetillo adjourned the January 19, 2024, City Council Retreat, Day 1, at 6:43 P.M.
