The regular meeting of the Temporary Board of the Baytown Fire Control Prevention and Emergency
Medical Services District met in the Council Chamber of the City of Baytown with the following in
attendance:
Ronnie Anderson Temporary Board Member

Call to Order
The meeting was opened by Temporary Board Member Mundinger with a quorum present at 5:00 p.m.
The meeting was conducted concurrently with the regular meeting of the Crime Control Prevention
District for purposes of electing officers.
Elect officers
Elections were held concurrently with the Crime Control Prevention District to fill the following
offices. The person elected would serve in that capacity for each of the Districts. The election of
officers was as follows:
Chairman— Temporary Board Member Murray nominated Temporary Board Member Calvin
Mundinger as Chairman.
Temporary Board Member Mahan seconded. The vote follows.
Ayes: Temporary Board Members Renteria, Anderson, Capetillo, Murray, Mahan and
Sheley
Nays: None

Vice Chairman- Temporary Board Member Capetillo nominated Temporary Board Member
Mahan as Vice Chairman.
Temporary Board Member Murray seconded. The vote follows:

Secretary- Temporary Board Member Anderson nominated Temporary Board Member Sheley as
Secretary.
Temporary Board Member Capetillo seconded. The vote follows.

Assistant Secretary- Temporary Board Member Murray nominated City Clerk Coody.

Discuss development of the required two-year fire control,prevention and emergency medical
services plan and two-year budget plan.
City Manager Jackson reviewed the presentation with the Temporary Board. Staff expressed their
desire to see money put aside over the years for a training facility, technology and EMS equipment.
The Temporary Board was informed that the Fire Department was planning for a total communications
change out 2008 which would account for some of the technology upgrades needed by the department.
City Manager Jackson introduced Chief Shon Blake for further presentation of the departments needs.
Chief Blake reviewed his presentation with the temporary board. He then fielded questions and
comments regarding training, staffing and cost related items. He responded accordingly. Concern was
voiced about the lack of money marked in the proposal for land and for the repair of the current
facilities. Chief Blake informed the temporary board that the items were prioritized as best could be
planned for given the budget.

Vic Medrano explained to the Temporary Board the use of the La Porte training facility and why it is
so important for the Baytown Fire Department to have its own training facility. Discussion followed
about the cost effectiveness of this program which included ideas such as using donated land for the
training facility project.
Chairman Mundinger commented on what a good job the City had done keeping up,but that we
always seem to be catching up.
City Manager Jackson reminded Council of the Chamber of Commerce Crime Prevention and Safety
Committee function on Wednesday, February 15th at 4:00 p.m. and that if a quorum attended we would
need to post a special meeting notice for the City Council.

Temporary Board Member Anderson made a motion for the meeting to adjourn. Temporary Board
Member Renteria seconded. The vote follows:
