The regular meeting of the Board of the Baytown Fire Control, Prevention, and Emergency
Medical Services District (FCPEMSD) met on October 23, 2007 at 4:00 p.m., in the Council
Chamber of the City of Baytown with the following in attendance:

Call to Order
The meeting was opened by President Sain with a quorum present at 4:05 p.m.
MINUTES
Consider the approval of the minutes of the regular meeting of the Board of the Baytown
Fire Control, Prevention, and Emergency Medical Services District held on September 18,
2007.
Board Member Wurzbach moved to approve the minutes as presented. Board Member Adkins
seconded the motion. The vote follows:
Ayes: Board Members Desormeaux, Adkins, McKay, Wurzbach and Watts
Nays: None
Abstain: Board Member Smith
The motion carried.

BUSINESS ITEMS
Election of officers and appointment of secretary
Under Local Government Code 344.103, the Board must elect from its members a President and
Vice president and appoint a secretary. The secretary need not be a director and can be a member
of City staff. Each officer of the board serves for a term of one year and vacancies shall be filled
for the unexpired term by the board. The current term expired on September 1, 2007. The new
term will expire September 1, 2008.
The current officers of the Board are as follows: Terry Sain, President; Earl A. Wurzbach, Vice
President; and the City Clerk as Secretary.
President Sain opened with:
Nominations for the Office of President
Board Member Wurzbach nominated President Sain for the Office of President.
With no other nominations being made, Board Member Adkins seconded the nomination. The
vote follows:
Ayes: Board Members Desormeaux, Adkins, McKay, Wurzbach, Smith, Watts and
President Sain
Nays: None
Terry Sain was elected as President of the board for the term to expire September 1, 2008.
President Sain called for:
Nominations for the Office of vice President
Board Member Wurzbach nominated Board Member Watts for the Office of Vice President.
With no other nominations being made, Board Member Adkins seconded the nomination. The
vote follows:

Maurice Watts was elected as Vice President of the board for the term to expire September 1,
2008.
Nominations for the appointment of a Secretary
Board Member Watts nominated the City Clerk for the City of Baytown to be the Board's
Secretary.
With no other nominations being made, Board Member Smith seconded the nomination. The
vote follows:

The City Clerk of the City of Baytown was appointed Secretary of the board for the term to
expire September 1, 2008.
Receive quarterly investment report for the period ending September 30, 2007 for the
Baytown Fire Control, Prevention and Emergency Medical Services District.
Ms. Renea Dobbs, City Treasurer, told the board that the investment interest revenue totals for
the FCPEMSD are $15,,653,, which is greater than the expected budget. She stated that the
District's funds are maintained in a local government investment pool and the average monthly
interest rate ranges from 5.16%to 5.28%.
MANAGER'S REPORT
Set date,time and place for the next meeting
The board discussed the next meeting place, date and time and agreed to meet on Tuesday,
January 22, 2008 at 4:00 p.m. in the Baytown City Hall, Council Chamber.
Receive update on revenues and expenditures
Andrea Deaton, Assistant City Finance Director, updated the Board on revenues received
through August, 2007. She stated that the Sales Tax Revenues received were $909,472 which is
113% of the actual budget.
Fire Chief, Shon Blake addressed the Board. He told them of the fire truck purchase and the first
payment is due in December. It will take two years to pay for the truck. He also told the Board
about the land purchase for the Fire Training Facility. The land is being surveyed and the
purchase is on hold until they finish. The next step will be hiring an architect for the master
planning of the facility.

The Board engaged in discussion about proceeding now with the architectural phase of the
project. However, Chief Blake explained that the land plays a major role in the design of the
facility and it is better to wait until the land purchase is made so to be sure that the design plans
will accommodate the land.
Deputy City Manager Leiper explained the process of the Architecture and Engineering
Committee as well as the selection process.
Malcolm Swinney in charge of the City's Communications met with the Board and explained the
upcoming radio purchase for Emergency Medical Services. He explained that the divisions
radios are being upgraded to digital in early 2008.

Board Member Watts moved to adjourn the meeting. Board Member Wurzbach seconded the
motion. The vote follows:
