2008 04 22 FCPEMSD Minutes MINUTES OF THE REGULAR MEETING OF THE BAYTOWN FIRE CONTROL, PREVENTION,AND EMERGENCY MEDICAL SERVICES DISTRICT April 22, 2008,4:00 p.m. The regular meeting of the Board of the Baytown Fire Control, Prevention, and Emergency Medical Services District (FCPEMSD) met on April 22, 2008 at 4:00 p.m., in the Council Chamber of the City of Baytown with the following in attendance: John Adkins Board Member Brenda Smith Board Member Maurice Watts Board Member Earl A. Wurzbach Board Member Frank F. McKay, III Board Member Lovella Desormeaux Board Member Terry Sain President Robert D. Leiper Deputy City Manager Ignacio Ramirez, Sr. City Attorney Kaythie Darnell Secretary Call to Order The meeting was opened by President Sain with a quorum present at 4:00 P.M. MINUTES Consider the approval of the minutes of the regular meeting of the Board of the Baytown Fire Control, Prevention, and Emergency Medical Services District held on April 22, 2008. Motion made by Board Member Atkins to approve the minutes as presented. Board Member Watts seconded the motion. The vote follows: Ayes: Board Members: Desormeaux, McKay, Wurzbach, Smith, Watts and Sain. Nays: None The motion carried. PROPOSED RESOLUTIONS Consider adopting an Attendance Policy for Board Members. On February 14, 2008 the Baytown City Council adopted an attendance policy for persons appointed to boards and commissions, committees and task forces of the City. The ordinance provides that members of the various boards, commissions, committees, and task forces are allowed the following Page 2 of 3 - April 22,2008 Minutes of the Fire Control,Prevention, and Emergency Medical Services District Board absences during a 12-month period: Number of Meetings of the Board per Month Number of Allowable Meeting Absences 1 4 <1 3 >1 5 Absences in excess of the number stated above may result in removal from the board, commission, committee or task force of the City by the City Manager upon confirmation of the Mayor. This ordinance enforces the expectation of the City Council when appointing persons to boards and commissions of the City -- namely that they arrange their schedules to make most, if not all, of the scheduled meetings. The proposed resolution adopts the same policy for FCPEMSD Board members. Motion made by Board Member Watts to approve Resolution as presented. Board Member Desormeaux seconded the motion. The vote follows: Ayes: Board Members: Desormeaux, McKay, Wurzbach, Smith, Watts and Sain. Nays: None The motion carried. REPORTS Received the FCPEMSD Investment Report for the period ending March 31, 2008. The Baytown Fire Control, Prevention and Emergency Medical Services District's Investment Report for the quarter ending March 31, 2008 is submitted for review in accordance with the Public Funds Investment Act Section 2256-023 (a) and (b). For the Fire Control, Prevention and Emergency Medical Services District Fund, investment interest revenue totals $16,601, which is greater than the expected budget. The District's funds are maintained in a local government investment pool. The average monthly interest rate ranges between 2.972%to 4.928%. Received the FCPEMSD revenues and expenditures report for period ending March 31, 2008. Received the quarterly revenue and expenditure summary report for the period ending March 31, 2008 for the Baytown Fire Control, Prevention and Emergency Medical Services District. Received a report on acquisition of budgeted items such as ambulance,AED's and 12-lead defibrillators. Received an update on the Fire Training Facility. The Board received an update on the land for the training field and future plans. MANAGER'S REPORT The Board discussed the next meeting place, date and time, and agreed to meet on June 10, 2008 at 4:00 P.M. at the City Hall, Council Chambers. ADJOURN Motion made by Board Member Smith to adjourn the meeting. Board Member Watts seconded the motion. The vote follows: Ayes: Board Members: Desormeaux, McKay, Wurzbach, Smith, Watts and Sain.
