2024 01 11 WS Minutes MINUTES OF THE REGULAR WORK SESSION OF THE CITY COUNCIL OF THE CITY OF BAYTOWN January 11, 2024 The City Council of the City of Baytown, Texas, met in a Regular Work Session on Thursday, January 11, 2024, at 6:18 P.M. in the Council Chamber of the Baytown City Hall at 2401 Market Street, Baytown,Texas, with the following in attendance: Laura Alvarado Mayor Pro Tern Sarah Graham Council Member Kenrick Griffith Council Member James Franco Council Member Jacob Powell Council Member Mike Lester Council Member Brandon Capetillo Mayor Jason Reynolds City Manager Scott Lemond City Attorney Angela Jackson City Clerk John Stringer Sergeant at Anns Mayor Brandon Capetillo convened the January 11,2024 City Council Regular Work Session with a quorum present at 6:18 P.M. 1. CITIZEN COMMENT Mayor Capetillo announced no one signed up to speak. 2. DISCUSSIONS a. Receive a presentation and discuss a Relocation Policy. City Attorney Scott Lemond and Chief of Police John Stringer presented a PowerPoint presenta- tion regarding a Relocation Policy. Mr. Lemond stated,"The City does not have a written Reloca- tion Policy and would like to be in compliance with federal and state law, as well as grant requirements for projects. We would like Council to consider adopting a written policy as simple as "The Dallas" model or it could be a more comprehensive model that is very detailed". Mr. Lemond then relayed the legal framework of the Relocation Policy and highlighted the Uniform Relocation Assistance and Real Property Acquisition Policies Act, which means displacement of a resident or tenant as a result of programs or projects undertaken with federal funds.Those persons are entitled to some type of assistance if the city is doing some type of rehabilitation, demolition, code enforcement project, or an acquisition. Mr. Lemond relayed the requirements of the state law, Chapter 21 of the Texas Property Code and Federal Grant requirements and stated the City has procedures, but would like Council to adopt a fonnal policy that has been vetted by City Council. (Exhibit A) City Council Regular Work Session Minutes January 11,2024 Page 2 of 2 Chief Stringer relayed how adopting a Relocation Policy would impact the Police Department. Mr. Lemond spoke in the absence of Planning and Development Services Director Martin Scribner on how the policy would benefit the Code Enforcement Division and that Mr. Scribner recommends using"The Dallas"model which would simply say we comply with state and federal law. Mayor Capetillo questioned how long"The Dallas"model had been in place, and if there has been any negative or positive feedback on that model. Mr. Lemond responded, "There has been positive feedback from the Attorney's Association that it's been very effective. They've partnered with various agencies to abate those nuisances. I can't tell you how long it been place, but when we come back to council for further discussion I can provide more data from other cities". 3.
