2023 10 10 CCPD Minutes MINUTES OF THE REGULAR MEETING OF THE BOARD OF DIRECTORS OF THE BAYTOWN CRIME CONTROL AND PREVENTION DISTRICT October 10, 2023 The Board of Directors of the Baytown Crime Control and Prevention District (CCPD) met in a Regular Meeting on Tuesday, October 10, 2023, at 4:30 P.M., in the Hullum Conference Room of the Baytown City Hall, 2401 Market Street, Baytown, Texas with the following in attendance: Nicholas Rice President James Coker Vice President David Start Director Loretta White Director Jose Ortega Director Charles Eugene Murrell Director Brant Gary Assistant General Manager Vance Hinds Assistant General Counsel Angela Jackson Secretary President Nicholas Rice convened the October 10, 2023, CCPD Board Regular Meeting with a quorum present at 4:30 P.M. P.M., all members were present with the exception of Director Lloyd J. Herrera who was absent. 1. MINUTES President Nicholas Rice called for Agenda Items 1.a., 1.b., and 1.c. to be considered together. a. Consider approving the minutes of the Baytown Crime Control and Prevention District Regular Meeting held on June 13, 2023. b. Consider approving the minutes of the Baytown Crime Control and Prevention District Regular Meeting held on July 11, 2023. C. Consider approving the minutes of the Baytown Crime Control and Prevention District and Cin• Council Joint Special Meeting held on August 24, 2023. A motion was made by Director Charles Eugene Murrell, and seconded by Director Jose Ortega to approve the minutes of the Baytown Crime Control and Prevention District Regular Meetings held on June 13, 2023 and July 11, 2023, and the Joint Special Meeting held on August 24, 2023, as submitted. Herrera (Absent) Approved 2. REPORTS a. Presentation of the Baytown Crime Control and Prevention District Street Crime Unit, Traffic Management Team, and Commercial Vehicle Enforcement (CVE) statistical reports. The Board received a presentation from the Police Department of the Baytown Crime Control and Prevention District's Street Crime Unit, Traffic Management Team, and Commercial Vehicle Enforcement (CVE) statistical reports. In referencing the packets provided to the Directors, Police Chief John Stringer stated that for the Fourth Quarter of 2023 (July-September) the Traffic Management Team conducted a combined total of 1,594 traffic stops and of those events there was thirty-nine (39) driving while intoxication arrests`citations conducted, 1,012 other various citations were issued, and 582 warning issued. For the Commercial Vehicle Enforcement Unit, they conducted 155 traffic stops, 55 citations issued and 262 warnings were issued for the Fourth Quarter. Lastly Mr. Stringer presented the Street Crimes Report and stated that they had a combined total of 553 traffic stops; 283 citations issued; 131 arrests; and they confiscated 1,942 grams of marijuana; 68 grams of meth; $3,329 in cash; 10 firearms; and noted the following events: • Interdiction stop by Officer Hill who was working with SCU. Resulted in the seizure of 1,419 grams of marijuana (over 3 pounds) and seized $1,860 in currency. • Officer Obenland and Officer Richter riding two man conducted a traffic stop. During their investigation they recovered 68 grams of meth and two firearms with over 200 rounds of ammunition. • With the assistance of LPR, officers were able to locate a vehicle which had been taken in an Aggravated Robbery in Houston and arrested the two suspects. • Officers located a vehicle and suspects whom were involved in mail theft identity theft. During the traffic stop, officers recovered several forged checks and over 20 credit cards belonging to other citizens. Two subjects arrested and charged with multiple felonies related to this case and previous cases. • During a consensual encounter with a vehicle sitting in a parking lot of a gas station. Officers recovered over 1 pound of marijuana and seized $1,469 in currency In comparison Mr. Stringer stated that these numbers are similar to the numbers of last year, but that they are starting to see reduction in general activity, and noted that property loss is down 190,0 and recovered property is up 2400, which is also due to the investigation's teams' efforts as well as the Street Crimes Unit. However, this number is down from the same month last year, but overall, we are tracking in the right direction. Director Charles Eugene Murrell commended the Staff with their efforts, and Vice President Nicholas Rice stated that he appreciates the specific examples that were presented in the Street Crimes Report. Additionally, President Rice asked about the effort on the Flock Cameras to which Assistant General Manager Brant Gary responded that that they are seeing strong results from the efforts of the Flock Program. b. Receive the CCPD Quarterly Financial and Investment Reports for the Quarter Ending June 30, 2023. Director of Finance Teresa McKenzie presented the Baytown Crime Control and Prevention District Quarterly Financial and Investment Reports for the Third Quarter Ending June 30, 2023, and provided a recap of the report. Ms. McKenzie stated that revenues are at $1.95 million and that this represents 810 o from the $2.4 million projected for the Fiscal Year 2022-23. Expenses are at $2.5 million representing 780 o of the projected amount for the 2022-23 Fiscal Year, thereby leaving a Fund Balance of $1.5 million. Investments balance is at $1.7 million and Earnings are at $41,599, and offered any questions from the Board. Vice President Nicholas Rice questioned what the line item for $192 under Services is for to which Ms. McKenzie stated that she would look into this and get back with him on an answer. 3. MANAGER'S REPORT a. The next Baytown Crime Control and Prevention District meeting is scheduled for Tuesday, January 9, 2024, at 4:30 P.M., in the Council Chamber located at City Hall, 2401 Market Street, Baytown, Texas 77520. Assistant General Manager Brant Gary commended the Police Department and other Departments such as the Fire and Parks and Recreation Departments for their efforts in keeping all of the most recent public events that the City of Baytown has recently conducted safe for the public's attendance and reminded the Board of their next meeting, which is scheduled for January 9, 2023, at 4:30 P.M. 4.
