Ordinance No. 15,673 ORDINANCE NO. 15,673 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS, AUTHORIZING THE FIRST AMENDMENT TO THE COLLECTIVE BARGAINING AGREEMENT WITH THE INTERNATIONAL ASSOCIATION OF FIREFIGHTERS LOCAL 1173; AND PROVIDING FOR THE EFFECTIVE DATE THEREOF. ****************************************************************************** BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF BAYTOWN,TEXAS: Section 1: That the City Council of the City of Baytown hereby authorizes the Mayor to execute and the City Clerk to attest to the First Amendment to the Collective Bargaining Agreement with the International Association of Firefighters Local 1173. A copy of said agreement is attached hereto, marked as Exhibit "A," and made a part hereof for all intents and purposes. Section 2: This ordinance shall take effect immediately from and after its passage by the City Council of the City of Baytown. WITNESSETH: WHEREAS,the City of Baytown ("City")and the International Association of Firefighters Local 1173 ("Union")did enter into an Agreement through the process of CollectiveBargainingon August 29, 2022,effective October 1,2022,to achieve and maintain harmonious relations between the Parties related to working conditions and other conditions of employment and pay in accordance with Subchapter Cof Chapter 142,Texas Local Government Code,and not deny local control by the City;and WHEREAS,the Parties have agreed to work together to develop an alternate hiring process that would create an ongoing eligibility list for filling vacant beginning positions within the fire department; and WHEREAS,the Parties agree that an alternate hiring process to establish an ongoing listwill increase availability of certified firefighter/paramedics so that vacancies are able to be filled in less time; and WHEREAS,the Parties agree that the addition of a lateral-base pay structure for experienced and certified firefighter/paramedics will allow for the attraction of hiring of qualified individuals;and WHEREAS,the Parties agree it is necessary and in the best interest to both Parties to amend the current Collective Bargaining Agreement (October 1,2022 -September 30,2025}to reflect the aforementioned changes to the hiring process and lateral-base pay;and NOW THEREFORE,for and In consideration of the mutual covenants and agreements herein contained,the parties hereto do herby mutually agree as follows:
