EMERGENCY MEDICAL SERVICES DISTRICT
July 13, 2023
The Board of Directors of the Baytown Fire Control, Prevention, and Emergency Medical
Services District (FCPEMSD) met in a Special Meeting on Thursday, July 13, 2023, at 6:01
P.M., in the Baytown Conference Room of the Baytown City Hall, 2401 Market Street,
Baytown, Texas with the following in attendance:

Acting Presiding Officer Rhonda Lopez convened the July 13, 2023, FCPEMSD Board Special
Meeting with a quorum present at 6:01 P.M., all members were present with the exception of
Vice President Barry L. Hawkins, who was absent
1. PROPOSED RESOLUTIONS
a. Consider a resolution adopting the Baytown Fire Control, Prevention, and
Emergency Medical Services District's Fiscal Year 2023-24 Proposed Budget.
Chief Financial Officer Teresa McKenzie presented Agenda Item l.a. and stated that the budget
before the Board for their consideration has not changed since last presented at their June 20,
2023, Special Baytown Fire Control, Prevention, and Emergency Medical Services District
(FCPEMSD) meeting. Furthermore, Ms. McKenzie provided the Board Members a brief recap of
the FCPEMSD Fiscal Year 2023-24 Proposed Budget and offered any questions from the Board.
A motion was made by Director Preet Singh, and seconded by Director Jamari Gilbert to approve
Resolution No. 95, related to Agenda Item I .a. The vote was as follows:

RESOLUTION NO. 95
A RESOLUTION OF THE BOARD OF DIRECTORS OF THE BAYTOWN
FIRE CONTROL, PREVENTION, AND EMERGENCY MEDICAL SERVICES
DISTRICT ADOPTING A BUDGET FOR THE ENSUING FISCAL YEAR,
BEGINNING OCTOBER 1, 2023, AND ENDING SEPTEMBER 30, 2024, IN
ACCORDANCE WITH CHAPTER 344 OF THE TEXAS LOCAL
GOVERNMENT CODE AND THE ALTERNATIVE PROCEDURES
ADOPTED BY THE DISTRICT; AND PROVIDING FOR THE EFFECTIVE
DATE THEREOF.
2. REPORTS
a. Receive the Baytown Fire Control Prevention and EMS Quarterly Financial and
Investment Reports for the Quarter Ending March 31, 2023.
Chief Financial Officer Teresa McKenzie presented the Baytown Fire Control, Prevention, and
Emergency Medical Services District's (FCPEMSD) Quarterly Financial and Investment Reports
for the Quarter Ending March 31, 2023, and stated that the Revenues are at $1.3 million and that
being 53% of the budget received. Total Expenditures of $1.1 million at 35% of the budgeted
expenditures spent for the year, and a Fund Balance of $1.8 million. Lastly, Ms. McKenzie stated
that Sales Tax was up approximately 9% for this quarter. Investment Book Value for TexPool is
S1.7 million, and we brought in $31,000 in Investments Earnings. Ms. McKenzie solicited any
questions from the Board.
b. Receive an update regarding the Baytown Fire Training Field.
Assistant Fire Chief Ryan Tucker presented an update on the Baytown Fire Training Field and
stated that year to date totals are at $60,000 in Revenues. The following have utilized their
facilities in the past month: Chevron Phillips used their Rescue Tower and the Confined Spaces
Fire Prop for training; State Skills for Firefighters for driving and HAZMAT trainings; CPR
classes for several City of Baytown Departments; Firefighter Badge Pinning Ceremonies; TGS in
Chambers County for a Planning Meeting; and twice a month the Baytown Human Resources
Department uses the facilities for New Employee Orientation. Additionally, the Baytown Police
Department and the Lakewood Homeowners Association have also utilized the facilities as well.
Lastly, Mr. Tucker provided an update on the replacement of the gas lines for the two props that
leak, and stated that a purchase order has been issued for the work. A Plumber will be scheduled
to complete the job in the near future.
3. MANAGER'S REPORT
a. The next Baytown Fire Control, Prevention, and Emergency Medical Services
District meeting is scheduled for Tuesday, October 17, 2023, at 4:30 P.M. in the Baytown
Conference Room located at City Hall, 2401 Market Street, Baytown, Texas.

Interim Assistant General Manager Carol Flynt reported their next meeting is scheduled for
Tuesday, October 17, 2023, at 4:30 P.M. in the Baytown Conference Room located at City Hall.

With there being no further business to discuss, Acting Presiding Officer Rhonda Lopez
adjourned the July 13, 2023 FCPEMSD Board Special Meeting at 6:05 P.M.
