2023 08 24 CCPD Minutes, Special Joint with City CouncilMINUTES OF THE SPECIAL JOINT MEETING OF THE CITY COUNCIL AND THE CRIME CONTROL AND PREVENTION DISTRICT OF THE CITY OF BAYTOWN August 24, 2023 The City Council and Crime Control and Prevention District (CCPD) of the City of Baytown met in a Special Joint Meeting on Thursday, August 24, 2023, at 5:30 P.M. in the Council Chamber of the Baytown City Hall at 2401 Market Street, Baytown, Texas, with the following in attendance: Laura Alvarado Council Member Sarah Graham Council Member Kenrick Griffith Council Member Heather Betancourth Council Member Jacob Powell Council Member Mike Lester Mayor Pro Teen Brandon Capetillo Mayor James Coker CCPD Vice President Charles Murrell CCPD Director Loretta White CCPD Director David Start CCPD Director Jose Ortega CCPD Director Nicholas Rice CCPD President Jason Reynolds City Manager Scott Lemond City Attorney Shannon Bennett Acting City Clerk Mayor Capetillo convened the August 24, 2023, City Council and CCPD Special Joint Meeting with a quorum present at 5:30 P.M. All members were present with the exception of the absence of CCPD Director Lloyd Herrera. 1. CITIZEN COMMENTS Mayor Capetillo announced no citizen had signed up to speak. 2. DISCUSSIONS a. Consider a resolution repealing and replacing Crime Control and Prevention District Resolution No. 81, an ordinance repealing and replacing City Council Ordinance No. 15,513, and discuss and consider approving the Baytown Crime Control and Prevention District Fiscal Year 2023-24 Proposed Budget. Chief Financial Officer Teresa McKenzie opened the item explaining the intent was for the City Council and the CCPD Board to approve the same budget. The vote was as follows: Ayes: CCPD President Nicholas Rice, CCPD Vice President James Coker, CCPD Director Charles Murrell, CCPD Director Loretta White, CCPD Director David Start, and CCPD Director Jose Ortega Nays: None Other: CCPD Director Lloyd Herrera (Absent) Approved A motion was made by Council Member Sarah Graham and seconded by Council Member Laura Alvarado to approve CCPD Resolution No. 82 and City Council Ordinance 15,526, related to Item 2.a. The vote was as follows: Ayes: Mayor Brandon Capetillo, Council Member Laura Alvarado, Council Member Sarah Graham, Council Member Kenrick Griffith, Council Member Jacob Powell, and Mayor Pro Tern Mike Lester Nays: Council Member Heather Betancourth Approved City Council and CCPD Special Joint Meeting Minutes August 24, 2023 Page 3 of 3 RESOLUTION NO. 82 A RESOLUTION OF THE BOARD OF DIRECTORS OF THE BAYTOWN CRIME CONTROL AND PREVENTION DISTRICT REPEALING AND REPLACING RESOLUTION NO. 81 AND ADOPTING THE BUDGET FOR THE ENSUING FISCAL YEAR, BEGINNING OCTOBER 1, 2023, AND ENDING SEPTEMBER 30, 2024, IN ACCORDANCE WITH CHAPTER 363 OF THE TEXAS LOCAL GOVERNMENT CODE AND THE ALTERNATIVE PROCEDURES ADOPTED BY THE DISTRICT; AND PROVIDING FOR THE EFFECTIVE DATE THEREOF. ORDINANCE NO. 15,526 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS, REPEALING AND REPLACING ORDINANCE NO. 15,513 AND APPROVING THE FISCAL YEAR 2023-24 BUDGET SUBMITTED BY THE BOARD OF DIRECTORS OF THE BAYTOWN CRIME CONTROL AND PRE- VENTION DISTRICT; AND PROVIDING FOR THE EFFECTIVE DATE THEREOF. 3.
