2023 07 11 CCPD MinutesMINUTES OF THE REGULAR MEETING OF THE BOARD OF DIRECTORS OF THE BAYTOWN CRIME CONTROL AND PREVENTION DISTRICT July 11, 2023 The Board of Directors of the Baytown Crime Control and Prevention District (CCPD) met in a Regular Meeting on Tuesday, July 11, 2023, at 4:30 P.M., in the Baytown Conference Room of the Baytown City Hall, 2401 Market Street, Baytown, Texas with the following in attendance: Nicholas Rice James Coker David Start Lloyd J. Herrera Loretta White Jose Ortega Charles Eugene Murrell Jason Reynolds Kristin Holmes Angela Jackson President Vice President Director Director Director Director Director General Manager Assistant General Counsel Secretary President Nicholas Rice convened the July 11, 2023, CCPD Board Regular Meeting with a quorum present at 4:30 P.M., all members were present with the exception of Vice President James Coker who arrived at 4:32 P.M. 1. PROPOSED RESOLUTIONS a. Consider a resolution adopting the Baytown Crime Control and Prevention District's Fiscal Year 2023-24 Budget. A motion was made by Director Lloyd J. Herrera, and seconded by Director Charles Eugene Murrell to approve Resolution No. 81, related to Item l.a. The vote was as follows: Ayes: President Nicholas Rice, Vice President James Coker, Director David Start, Director Loretta White, Director Lloyd J. Herrera, Director Jose Ortega, Director Charles Eugene Murrell Nays: None Approved RESOLUTION NO.81 A RESOLUTION OF THE BOARD OF DIRECTORS OF THE BAYTOWN CRIME CONTROL AND PREVENTION DISTRICT ADOPTING A BUDGET CCPD Board Regular Meeting Minutes July 11, 2023 Page 2 of 3 FOR THE ENSUING FISCAL YEAR, BEGINNING OCTOBER I, 2023, AND ENDING SEPTEMBER 30, 2024, IN ACCORDANCE WITH CHAPTER 363 OF THE TEXAS LOCAL GOVERNMENT CODE AND THE ALTERNATIVE PROCEDURES ADOPTED BY THE DISTRICT; MAKING OTHER PROVISIONS RELATED THERETO; AND PROVIDING FOR THE EFFECTIVE DATE THEREOF. 2. REPORTS a. Receive the Baytown Crime Control and Prevention District Quarterly Financial and Investment Reports for the Quarter Ending March 31, 2023. Chief Financial Officer Teresa McKenzie presented the Baytown Area Water Authority Quarterly Financial and Investment Reports for the Quarter Ending March 31, 2023, and stated that the Revenues are at $1.2 million and that being 52% of the budget received, Expenditures at $2.2 million at 71 % of the budgeted expenditures spent, a Fund Balance of $1 million. Lastly, Ms. McKenzie stated that Sales Tax was up approximately 10% for this quarter. Book value for Investments is $1.6 million, and we brought in $21,463 in Investments Earnings, and offered any questions from the Board. b. Presentation of the Baytown Crime Control and Prevention District Street Crime Unit, Traffic Management Team, and Commercial Vehicle Enforcement (CVE) statistical reports. Police Chief John Stringer presented an overview of the first quarter (January -March 2023) Baytown Crime Control and Prevention District Street Crime Unit, and Traffic Management Team and Commercial Vehicle Enforcement (CVE) statistical reports. 3. MANAGER'S REPORT a. The next Baytown Crime Control and Prevention District meeting is scheduled for Tuesday, October 10, 2023, at 4:30 P.M., in the Council Chamber located at City Hall, 2401 Market Street, Baytown, Texas 77520. General Manager Jason Reynolds thanked the Board Members for their approval of the budget and provided kudos to Chief John Stringer with his efforts on his efforts for fighting crime — business plan for the Police Department based off of their strategic plan that has a focus on traffic management, crime, personal development, and community engagement, and that we are hopeful to see some activity in crime and traffic go down. However, Staff is aware that crimes might spike in the early implementation phases. Additionally, Mr. Reynolds reminded the Board of their next meeting which is scheduled for October 10, 2023, at 4:30 P.M., in the Council Chamber. 4.
