1982 11 17 BAWA Minutes 21117-2 Minutes of Regular Meeting - BAWA November 17, 1982 finalized and the district hopes to have plans completed in early spring with construction beginning in late spring. The plans are • to be in position to begin taking water from BAWA in the fall. The district estimates that in the beginning, the district will - use fifty (500) percent BAWA water which will be 363, 000 gallons per day. By 1985 , the district plans to be totally on BAWA water and by that time the usage will be 924, 000 gallons per day. The Administration is still talking .with Harris County FWSD #lA or McNair. This district is planning to utilize community development funds to construct a line to the BAWA line. District 1B which is just north of the BAWA plant has met with staff members , but no definite comitment has been indicated. Part of their problem is the ability to finance construction of a line to the BAWA plant which may be solved if BAWA participates in the oversizing of the Highlands line . Two other developments have indicated future de- velopment, but those plans may or may not be realized--Thompson Road Utility District and Harris County MUD No. 213. In response to an inquiry from the Board, Mr. Dykes ex- plained that the Highlands group is proposing a 10-inch line and the staff feels that the line should be oversized to 12 or 15 inches . He estimated the costs to oversize would be approximately $20, 000. • Mr. Lanham explained that BAWA has no bond funds nor budgeted funds to finance oversizing; therefore , the Board could consider issuance of Certificates. of Obligation to cover this type ex- penditure. He indicated that the staff would put together estimates of the cost . The Board will need to consider shortly the construction of an additional ground storage facility at the BAWA plant which would require a bond issue. Hear Report from-Lockwood, Andrews & Newnam, Inc. Bob Parker with Lockwood, Andrews & Newnam announced that the Angleton line had been taken over by BAWA and is presently in service.. There has been no activity relating to requests for inspection of Angleton' s work that would indicate the company has made progress toward completion of the punch list items. Cleanup is in fairly good shape although there are things that need to be done which are included in the final punch list. Mr. Parker stated that he •understood that the Harris County representative had gone through the line 'and had essentially approved the line for the county ' s purposes ; however, that does not mean that cleanup is in an acceptable state. Rick Llewellyn reported concerning the BAWA plant that there remains a small amount of work to be performed on instrumentation. Part of the problem has been that technicians would go out to work on instrumentation and find another problem. The part would be shipped back to the factory. That process has been taking any- where from 2-4 weeks. General Manager' s Comments Last week a group from LaPorte visited the plant. LaPorte recently has established an authority which is patterned after �.. BAWA. Mont Belvieu is- planning a small plant to serve industry. Mont Belvieu has had problems with its wells being drawn down. • Recess Into Executive Session To Discuss Contemplated Litigation The open meeting was recessed into executive session to dis- cuss contemplated litigation. When the open meeting resumed, President Gillette announced that no action had been taken during executive session.
