MINUTES OF THE REGULAR MEETING
OF THE BOARD OF DIRECTORS
OF THE BAYTOWN AREA WATER AUTHORITY
September 23, 1981
The Board of Directors of the Baytown Area Water
Authority, Harris County, Texas, met in regular session on
Wednesday, September 23, 1981, in the Conference Room of the
Baytown City Hall with the following attendance :
Robert L. Gillette, President
• Harry F. Hartman, Vice President
Peter R. Buenz, Secretary
Dan M. Mundinger, Board Member
Absent : Dr. Robert E. Hill, Board Member
The meeting was called to order and the following
business was transacted :
Administer Oath of Office To Newly Appointed Board Member
President Gillette administered the Oath of Office to
Dan M. Mundinger, newly appointed Board Member. Mr. Mun-
dinger was appointed to replace I . J. Butrick on the board.
Election of Officers
Board member Hartman moved to re-elect Robert L.
Gillette, President and Peter Buenz, Secretary. The motion
was seconded by Board member Mundinger. The vote follows :
Ayes : Board members Buenz, Gillette, Hartman
and Mundinger
Nays: None
Board member Buenz moved to elect Harry Hartman, Vice
President ; Board member Mundinger seconded the motion. The
vote follows :
Ayes : Board members Buenz, Gillette, Hartman
and Mundinger
Nays : None
Receive Report from Lockwood, Andrews & Newnam, Inc.
Rick French with the firm of Lockwood, Andrews &
Newnam, Inc. reported on progress concerning the water
treatment plant. Mr. French stated that Bristol had a
• representative down and additional surge protection was
installed on some of the field instruments. Some of the
instruments have been commissioned and the remainder should
be commissioned next week. As soon as that process is
completed, the treatment plant should be ready to go on
line. There are a few small items on the punch list to be
completed, but the major item to be completed is the com-
missioning of the instruments. By next board meeting, this
work should be completed.

Mr. Lanham reported that the City of Baytown is receiving
approximately ninety (90%) percent of its water from BAWA.
Chisholm Trail is still on hand to answer technical questions,
but BAWA personnel is actually operating the plant .
In response to an inquiry from the Board, Norman Dykes,
Director of Public Works/City Engineer, explained that
certain tests are performed by the State Health Department
laboratory. One of those tests was performed to determine
trihalomethanes content . The level of trihalomethanes
according to standards which become effective in the fall of
1982, was excessive. Presently, there are no requirements
for a city the size of Baytown. Presently, cities with over
75, 000 population are the only cities that must comply with •
EPA regulations regarding trihalomethanes. The process to
treat trihalomethanes is expensive and EPA regulations
regarding trihalomethanes may be altered. Provisions were
made in the design of the plant to provide activated carbon
treatment if necessary. The method by which trihalomethanes
are created is by pre-chlorination. When water is pre-
chlorinated some of the naturally occurring organics are
chlorinated which produces trihalomethanes. The best way to
eliminate trihalomethanes is to prevent their formation in
the first place. Therefore, the reduction in pre-chlorination
at the BAWA plant should help. Chlorination will be performed
after the organics have been removed. The State laboratory
is where most entities have tests for trihalomethanes performed
since this is a very complicated process.
Bob Parker with the firm of Lockwood, Andrews & Newnam,
Inc. reported on progress being made on the transmission
line. He stated that since the last board meeting, Angleton
has been pursuing the closing of the line or the construction
of the final sections of line that had not been completed.
In particular, the line was open at the Exxon pipeline
crossing on Lynchburg Cedar-Bayou between Garth Road and
North Main. That section of line has now been completely
closed, welded and grouted on the inside. Essentially the
line has been closed and is being prepared to be tested at
this time from Wade Road to the valve between the Angleton
contract and the BRH contract . What is planned is that that
entire section of line will be tested. Previously, the
engineers reported that the contractor had attempted to test
the section from Wade to Garth Road, but the contractor was
unable to get the pressure to the desire limit. Therefore ,
that work was halted and the contractor began to concentrate
on the Exxon crossing. The consulting engineers have no
problem with the contractor attempting to test the entire
line. BRH tested their entire contract at one time, but to
this point Angleton had elected to break that process into
sections. After testing is completed, the engineers are to
be notified that the contractor is ready to begin chlorination .
What has been agreed upon by the contractor and engineers is
that the interior inspection of the line will be performed
at that time prior to chlorination.

Recess into Executive Session to Discuss Contemplated
Litigation
President Gillette declared the open meeting to be
recessed into executive session to discuss contemplated
litigation. When the open meeting reconvened, President
Gillette announced that no business had been transacted.
Adjourn
There being no further business to be transacted, the
meeting was adjourned.
