MINUTES OF THE REGULAR MEETING
OF THE BOARD OF DIRECTORS
OF THE BAYTOWN AREA WATER AUTHORITY
July 15, 1981
The Board of Directors of the Baytown Area Water Author-
ity, Harris County, Texas met in regular session on Wednesday,
July 15, 1981 in the Council Chamber of the Baytown City Hall
with the following attendance :

I . J. Butrick, Vice President
• Peter R. Buenz, Secretary
Harry F. Hartman, Board Member
Absent : Dr. Robert E. Hill, Board Member
The meeting was called to order and the following busi-
ness was transacted:

Board member Buenz moved for approval of the minutes;
Board member Butrick seconded the motion. The vote follows :
Ayes : Board members Buenz, Butrick, Hartman and Gillette
Nays : None
Review Proposed 1981-82 Budget
The Administration presented the BAWA Board with a copy
of the proposed 1981-82 budget . Fritz Lanham, General Manager,
stated that the budget was prepared by using the zero based
budgeting method. The budget was prepared using a 15% inflation
rate. The General Manager recommended that the budget be based
on Level 3 in which BAWA would be selling 8 million gallons of
water per day. The purchase of water is based on the current
cost of $. 22 per thousand gallons of raw water from the City
of Houston. The General Manager had been told to add an extra
$. 05 to that amount , but no formal action has been taken by
the City Council of the City of Houston at this time. Another
large item in the budget is the debt service fund from which
principal and interest payments are paid November and June
each year. No increase in water rates to BAWA consumers is
anticipated at this time.
In response to a question from the Board, Richard Bosley,
Water Facilities Manager, stated that under Level 1, capital
expenditures, BAWA is not requesting anything. Under Level 2,
an old 1976 City Dodge pickup that was going to be auctioned
is being requested to provide transportation inside the plant
• and to run errands. Under Level 3 , BAWA is requesting one
additional Z ton pickup for the plant superintendent who is
on call at all times . This is consistent with the policy of
the Public Works Department to provide superintendents with
city-owned vehicles for use on the job. Also , under Level 3,
funds have been included for purchase of technical books,
incubator, microscope , sterilizer and filtration set up for
the lab. These items are necessary for BAWA to become a
state certified lab. Mr. Bosley emphasized that once BAWA
obtains this equipment , BAWA will have completed the punch list
that the State Health Department requires as far as equipment .

In response to a question from Board member Hartman , Mr.
Bosley explained that once BAWA' s lab is state certified, BAWA
could run samples for other entities; however, prior to pro-
viding this service, the liability of BAWA must be established.
Hear Report from Lockwood, Andrews and Newnam
Rick French, representative of Lockwood, Andrews and Newnam,
reported that the plant construction is almost completed. Three
instruments are remaining to be installed. Mr. French felt by
the end of August the plant contractor should be completely
finished.
Bob Parker, representative of Lockwood, Andrews and Newnam, •
reported that the section of water transmission line on Lynch-
burg Cedar Bayou Road from Thompson Road to Wade Road has passed
the pressure test successfully. At this time, the section of
line from Wade Road to Garth Road is now being filled, and a
normal complement of leaks are being determined as the pressure
is increased. The water transmission line is now completely in
place with the exception of one possible bad joint in the Exxon
bore which has not been completed. That is the section of line
where there was a problem with an unknown petroleum product in-
filtrating the line.
Mr. Parker further stated that in conjunction with the
testing of the line, Lockwood, Andrews and Newnam has had dis-
cussions with Angleton regarding the inspection of the line on
the interior for grouting of interior joint . Those discussions
are continuing on the basis of procedural matters. Mr. Lanham
stated that BAWA and the engineers are having some disagreements
with Angleton regarding testing procedures. He requested that
the BAWA Board have a special meeting next week to discuss this
matter. At that time, the General Manager and Lockwood, Andrews
and Newnam will have a recommendation for Board consideration.
The Board set Monday morning, July 20, 1981 at 8: 00 a.m. as the
date of the special meeting.
Mr . Lanham stated that BAWA is supplying approximately 85
to 90% of the demand for water in the city. The City of Baytown
is operating one water well continuously on East James Street .
If dry weather were to set in and the demand of the water
increases, other wells might be used.
Board member Gillette requested that the; Administration
prepare for consideration at the special meeting a resolution
concerning location of chemical waste dump site in Liberty
County. The Board will also act on the proposed budget at the
special meeting.
Adjourn
With no further business to be transacted, Board member
Buenz moved that the meeting be adjourned; Board member Butrick
seconded the motion. The vote was unanimous for adjournment.
