MINUTES OF THE REGULAR MEETING
OF THE BOARD OF DIRECTORS
OF THE BAYTOWN AREA WATER AUTHORITY
June 17, 1981
The Board of Directors of the Baytown Area Water
Authority, Harris County, Texas, met in regular session on
Wednesday, June 17, 1981, in the Conference Room of the BAWA
Water Treatment Plant , 7425 Thompson Road with the following
• attendance :
Robert L. Gillette, President
I . J. Butrick, Vice President
Peter R. Buenz, Secretary
Harry F. Hartman, Board Member
Dr. Robert E. Hill, Board Member
The meeting was called to order and the following
business was transacted:

Board member Hill moved for approval of the minutes;
Board member Hartman seconded the motion. The vote follows :
Ayes : Board member Buenz, Butrick, Gillette,
Hartman and Hill
Nays: None
Consider Appointment of Auditor for 1980-81 Fiscal Year
General Manager Lanham stated that it is necessary that
an auditor be appointed each year to perform the BAWA audit .
Gerace, Hullum and Start have been retained to perform the
BAWA audit in the past and this firm is currently working on
the City of Baytown audit . Therefore, Mr. Lanham recommended
that Gerace, Hullum and Start be retained to perform the
BAWA audit for 1980-81.
Board member Butrick moved that Gerace, Hullum and
Start be retained to perform the BAWA audit for 1980-81
Fiscal Year. Board member Hill seconded the motion. The
vote follows :
Ayes : Board members Buenz, Butrick, Gillette ,
Hartman and Hill

Hear Report from Lockwood, Andrews and Newman, Inc.
The main items to be completed on the water treatment
plant are corrections to instrumentation. Several instru-
ments have been removed and transported back to the factory
to be repaired. Those instruments should be back in opera-
tion by the end of June.

The engineers have considered the value of installing
more surge arrestors at the plant and have concluded that it
would be very difficult if not impossible to completely
protect the plant from lighting.
The engineers reported that the work on the transmission
lines for the past couple weeks has been relatively slow due
to rainy weather. The contractor has been working to
remove excessive mud from the lines and should be able to
begin testing next week. The contractor had misgivings
about the welds that had previously been performed between
Thompson and Wade Roads, therefore, welders were sent in to
reweld all the previous work. The contractor plans to
pressure the line to attempt to locate leaks prior to •
resorting to the use of the nitrogen gas.
In response to a question from the Board, Mr. Lanham
stated that last month the City of Baytown utilized almost
the entire 6 million gallons per day.
Norman Dykes, Director of Public Works for the City of
Baytown, reported that he had met with the board of one of
the fresh water districts in the Highlands area. This board
is reacting to a mandate by the Harris-Galveston Subsidence
District to convert to surface water. The water district
board met with Mr. Dykes to determine what would be necessary
for the district to tie into BAWA water. The water district ' s
intentions are to report to the subsidence district that the
district intends to connect to the BAWA system. This district
is going to meet with another district in the area to
determine if perhaps the two could share the costs of connecting
to the BAWA system. Mr. Dykes stated that later the Board
will need to consider a method of financing the line since
this district is small and has no surplus of revenue to pay
for connecting to the BAWA system.
Randy Strong, City Attorney, explained that the legislature
had acted to amend the legislation which had established
BAWA. Previously, BAWA could only sell within its boundaries
and other small water districts were previously required to
hold an election to determine if the constituents of the
district would be purchasing BAWA water.
In response to Board inquiry, Mr. Dykes stated that
there has been few complaints regarding conversion to surface
water. There have been calls regarding water color and
hardness or softness properties. Flushing the lines should
cure the color problem. The administration had anticipated
more water leaks with conversion because of the constant
higher pressure; however, just the opposite has occurred.
Even pressure throughout the city will be assured since the
bond proposals included an elevated water storage tank for
the northeastern part of the city.
There being no further business to be transacted, the
motion was made and seconded to adjourn the meeting. The •
meeting adjourned to tour the plant .
