OF THE BAYTOWN AREA WATER AUTHORITY
October 15, 1986
The Board of Directors of the Baytown Area Water Authority,
Harris County, Texas, met in regular session on Wednesday, Octo-
ber 15 1986 , at 2401 Market Street, Baytown City Hall Conference
• Room, with the following attendance :
Robert L. Gillette, President
Peter R. Buenz, Secretary
A. S. Rome, Board Member
Absent: Knox Beavers, Board Member
Dan Mundinger, Vice President
The meeting was called to order with a quorum present; after
which the following business was transacted:
Consider Minutes for the Meeting Held August 20, 1986
Board member Buenz moved for approval of the minutes for the
meeting held on August 20, 1986 ; Board member Rome seconded the
motion. The vote follows:
Ayes: Board members Buenz, Gillette, and Rome
Nays: None
Consider Award of Bids for Purchase of Chemicals
Bids were opened on September 29, 1986 for the purchase of
various chemicals. The bid tabulation is attached to the minutes
as Attachment "A. " The administration recommended the award for
the purchase of various chemicals to low bidders as follows:

It was noted that there are three areas where potassium
permangante is produced: Red China, Spain and Carus, Chicago.
The Plant Manager noted that the product produced locally is of
better quality than that produced in Red China or Spain. He also
pointed out that in most cases the bids are more competitive than
those received even three or four years ago.
Board Member Rome moved to award the purchase of the various
chemicals from the low bidders as recommended by the
administration. Board member Buenz seconded the motion. The
vote follows:

• Plant Manager' s Report
Distribution and Water Quality - For the month of July, the
plant averaged 10.3 million gallons per day; for August 10.61
million gallons per day, and for September 9.4 million gallons
per day. For the first fourteen days of October the plant has
averaged 8. 9 million gallons per day. This is in line with what
the plant has done in past years during the fall season. The
turbidity for September was .08, and for the first fourteen days
in October, turbidity was .07. The objective of the BAWA plant
is not to exceed . 10.
The standard for turbidity is 1. 0. However, a facility can
go to 5. 0 if they can prove that this will not interfere with
• disinfection. If a facility exceeds 1. 0 for a month or 5.0 for a
day the Texas Department of Health must be notified. Mr. Thomas
verified that the Health Department is very thorough in its
examination of the BAWA facility.
Harris County Fresh Water Supply District 1-B - This dis-
trict is located north of the plant, and there are about 200
connections in the district. The board has approved a contract
for the sale of water to the district on an emergency basis. The
meter for this purpose is in place. Presently, the district is
having a problem with its well. If the well fails, they will
come to Baytown to purchase water.
Ground Storage Tank - Yesterday, a successful test was per-
formed on the new influent line. Today, the contractor will be
installing the last section of the effluent line which is a
48-inch line, 25 feet deep. That new line sits next to an exist-
ing tank; therefore, the plant manager has had the contractor
exercise extreme care to avoid causing the tank to lean. When
the contractor digs the 25 ' ditch to lay the 48" line, the tank
will be almost empty to reduce weight, and the plant manager has
required the contractor to drive interlocking steel piling be-
tween the trench and the tank to secure the tank further. These
safety precautions have slowed the job down, but the plant mana-
ger feels these are necessary to secure the safety of the tank.
Tours - The Chamber of Commerce Environmental Group cancel-
led the tour that it had scheduled. The School District is aware
that tours are available at the BAWA facility, however, no tours
have been scheduled for this school year thus far.

Lawsuit - In response from inquiry from the Board, Mr.
• Lanham stated that depositions are being taken for the lawsuit
and that he had spoken with an employee of Lockwood, Andrews &
Newnam who said that they are working on information for the
lawsuit.

There being no further business to be transacted, the meeting
was adjourned.
