1995 11 15 BAWA Minutes MINUTES OF THE REGULAR MEETING OF THE BOARD OF DIRECTORS • OF THE BAYTOWN AREA WATER AUTHORITY November 15, 1995 The Board of Directors of the Baytown Area Water Authority, Harris County, Texas, met in regular session on Wednesday, November 15, 1995, at 7525 Thompson Road, in the BAWA Conference Room with the following attendance: Dan Mundinger, Vice-President Peter R. Buenz, Secretary Knox Beavers, Board Member Absent: Robert L. Gillette, President Roy L. Fuller, Board Member The meeting was called to order with a quorum present, after which the following business was transacted: Consider Approval of Minutes for the Meeting Held on October 18, 1995 Board Member Mundinger moved for approval of the minutes for the meeting held on October 18, 1995. Board Member Buenz seconded the motion. The vote follows: Ayes: Board Members Beavers, Buenz and Mundinger Nays: None Consider Award of Bids for Purchase of Potassium Permanganate and Ferric Chloride Seven bids were received for the purchase of ferric chloride. The administration recommended award of the annual ferric chloride contract to Van Waters & Rogers for a total of $74,500 ($0.1490/Ib) for approximately 500,000 pounds. The bid is 4% reduction from last year. • 951115-2 Minutes of the BAWA Meeting -November 15, 1995 • Board Member Beavers moved to accept the bid of Van Waters & Rogers. Board Member Buenz seconded the motion. The vote follows: Ayes: Board Members Beavers, Buenz and Mundinger Nays: None Six bids were received for purchase of potassium permanganate. The administration recommended award of the annual potassium permanganate bid to Carus Chemical Co. for a total of$131,384 ($1.1944/Ib) for approximately 10,000 pounds. Board Member Buenz moved to award the bid to Carus Chemical Co. Board Member Beavers seconded the motion. The vote follows: Ayes: Board Members Beavers, Buenz and Mundinger Nays: None For bid tabulation, see Attachment "A." Consider Moratorium on Removal of Penalty Provision for Use of Water in Excess of Ten Percent(10%) over the Minimum Take or Pay In 1988 BAWA began authorizing a moratorium to remove the penalty provision for use of water in excess of 10% over the minimum take or pay to encourage its customers to use more water. Upon execution of a new contract with the City of Houston, a conservation plan was required, as well as a penalty provision for exceeding the take or pay by 10%. However, under the new contract if the contract is exceeded by 10%, BAWA pays 5% penalty only on the amount over and above the take or pay, not on the whole month. The administration felt since BAWA's contract with the City of Houston has been amended, the contracts with BAWA's customers should also be amended to include the new language. Under the existing contract with Highlands, in July the penalty would equal $2,100. If the contract were modified to provide for a penalty over and above 10% of the take or pay, but only on that amount and not the entire month, and a penalty of 5% rather than 10%, Highlands would owe $100.00. The Board concurred that the staff should proceed and come back to the board for formal action. • 951115-3 Minutes of the BAWA Meeting -November 15, 1995 • Manager's Report Roofing/Air Conditioning - Fred Pack, Assistant Director of Public Works-Utilities, reported that the roofing work began on Monday with an estimated completion of six days. The air conditioner was set and put in service last week. Baffling of Ground Storage Tank- For the past few months the administration has discussed options for improving contact time at BAWA. There is a need to have something in place, especially when maintenance is being performed at the plant or the water is cold. Bids were solicited for a ground storage tank; however, funding was not available. Therefore, Wayne Smith & Associates were asked to provide other alternatives. Stan Cargill with Wayne Smith &Associates, explained the plan to increase contact time for the BAWA plant by adding baffling to the most westerly tank. He showed the Board the drawings, explained the process to add the baffling, and also the plans for additional valves and bypass piping. The baffled tank will only be utilized when the plant is one-third down or if the water is cold. At such times the water will be diverted to the baffled tank. The baffling is a curtain system composed of 25 ml pvc similar to what is used to provide pollution control at many plants. The material will be suspended from the ceiling and anchored at the bottom. To meet state requirements the plant must have an inactivation ratio above one. The proposed inactivation ratio with the baffled tank is 1.12, which is well above what the state requires. This solution is not as desirable as another tank, but will solve the problem. There will be a written procedure for operators to utilize during emergency conditions. The estimated cost for the project is approximately $250,000. The staff is looking at other capital needs for the remainder of the $600,000 available. The Board concurred that Wayne Smith & Associates should proceed with development of plans and specifications for Board review.
