OF THE BOARD OF DIRECTORS
• OF THE BAYTOWN AREA WATER AUTHORITY
October 18, 1995
The Board of Directors of the Baytown Area Water Authority, Harris County, Texas,
met in regular session on Wednesday, October 18, 1995, at 7525 Thompson Road, in the
BAWA Conference Room with the following attendance:
Dan Mundinger, Vice-President
Peter R. Buenz, Secretary
Knox Beavers, Board Member
*Roy L. Fuller, Board Member
Absent: Robert L. Gillette, President
The meeting was called to order with a quorum present, after which the following
business was transacted:
Consider Approval of Minutes for the Meeting Held on August 23, 1995
Board Member Mundinger moved for approval of the minutes for the meeting held
on August 23, 1995. Board Member Buenz seconded the motion. The vote follows:
Ayes: Board Members Beavers, Buenz, Fuller and Mundinger
Nays: None
Consider Approval of Resolution Adopting BAWA Water Conservation Plan
Fred Pack, Assistant Director of Public Works, explained that as of April, 1993, the
Texas Natural Resource Conservation Commission (TNRCC) had promulgated new rules
regarding water conservation plans. The Texas Water Development Board oversees all
water conservation plans for the TNRCC and requires that water conservation plans be
submitted as a condition of a loan for all water projects. BAWA is currently required to
submit a plan for its treatment facility to the City of Houston as per current contract. The
• plan, upon approval by the BAWA Board, will be submitted to the TNRCC and the Texas
Water Development Board. The objectives of the plan are:

• 1. To improve water use efficiency in existing buildings, treatment structures,
and areas located within the parameter of the BAWA treatment facility.
2. To have plant personnel detect water leaks on the in-house plant water
piping and find other sources of unaccountable water and to make repairs in
a timely manner.
3. To minimize and maintain distribution operating pressure within a constant,
acceptable operating range.
4. To improve and educate the public about water conservation and drought
contingency aspects and methods in use at BAWA and give ideas to the
general public for personnel use.
The goal of BAWA is to reduce water consumption by increasing employee
awareness by using water conserving techniques including leak detection, meter
calibration, and following programed guidelines. The goal is to keep the maximum
acceptable percent of in-house unaccountable water to 5% or less on an annual basis.
The plant is currently meeting this goal. The administration recommended approval of the
resolution.
Board Member Buenz moved to adopt the resolution. Board Member Beavers
seconded the motion. The vote follows:

Consider Award of the Annual Chlorine Contract
Invitations to bid were mailed to five suppliers and two bids were received. The
administration recommended the low bid of Jones Chemical Co., Inc. at $400.00 per ton,
for a total of $53,200.

• Board Member Fuller moved to award the bid to the low bidder, Jones Chemical
Co., Inc. Board Member Beavers seconded the motion. The vote follows:

Consider Rejection of the Bid for Construction of Ground Storage Tank
The low bid on the ground storage tank was $1,282,850 for which insufficient funds
are available. Therefore, Herb Thomas, Plant Manager, recommended rejection of the
bids. The consulting engineer and the BAWA staff will discuss options available to BAWA
to improve the contact time and have a recommendation for the Board in November.
Board Member Beavers moved to accept the recommendation of the Plant
Manager. Board Member Buenz seconded the motion. The vote follows:

General Manager's Report
Kirk MacLean, Plant Superintendent, reported the plant is in good working order and
maintenance activities are on schedule. Fred Pack reported that the average distribution
per day for the 1994-95 fiscal year was 10.3351 mgd, while the budget was projected on
11 mgd, resulting in loss of revenue in the amount of $269,000. However, due to the
favorable results of the City of Houston contract on purchase of raw water, BAWA ended
the year in the black.
