July 19, 1995
The Board of Directors of the Baytown Area Water Authority, Harris County, Texas,
met in regular session on Wednesday, July 19, 1995, at 7525 Thompson Road, in the
BAWA Conference Room with the following attendance:

Consider Approval of Minutes for the Regular Meeting Held on June 21, 1995
Board Member Mundinger moved for approval of the minutes for the meeting held
on June 21, 1995. Board Member Fuller seconded the motion. The vote follows:
Ayes: Board Members Fuller, Gillette and Mundinger
Nays: None
Consider Plans and Specifications for Air Conditioning System
Herb Thomas, Plant Manager, explained that the existing air conditioning system
has been in place since 1980. It has become very difficult to maintain because of the
difficulty to locate parts. BAWA operates sophisticated equipment that must have a climate
controlled environment. Therefore, it is in BAWA's best interest to replace the system. In
addition, the area of the roof where the air conditioning unit is located has numerous leaks;
• therefore, replacement of the air conditioning equipment will be coordinated with roof
repairs.

James A Davis, Architect, stated that the existing equipment is comprised of a 30
ton rooftop multi-zoned air conditioner which services four zones in the building. Plans are
to replace this unit with the updated version of this model. The contractor will be required
to maintain an office outside the building. The base bid is for the air conditioning unit and
replacement of 26' x 46' portion of the roof. Alternate bids have been solicited for four
smaller units rather than one large unit, as well as an alternate pricing for a total new roof.
The new roof would be seamless, rubber material, whereas the repair will be made to
blend with the existing roof. The estimated cost for air conditioning replacement is
$65,000; the estimated cost for the roof repair is $6,500-$7,000. Cost for total roof
replacement is not determined. Contractors will be prequalified prior to acceptance of bids.
Mr. Thomas reminded the Board that BAWA would have its bonded indebtedness paid off
in 2002 which would provide BAWA with the opportunity to effect needed improvements
at that time.
Board member Mundinger moved to approve the plans and specifications and
authorize the administration to advertise for bids contingent upon the clarification of the
contract with Mr. Davis. Board Member Fuller seconded the motion. The vote follows:

General Manager's Report
Monthly Distribution - In the month of June, BAWA sales were 10.97 mgd which is
approaching what had been forecast as the average for this fiscal year, 11 mgd. As a rule,
BAWA sells most of its water in June, July and August because of lawn irrigation; however,
due to frequent showers, this has not been the case. When looking at revenues through
the month of June, there is a shortfall of $300,000. With dry weather in July, August and
September, BAWA should make up some of this shortfall. BAWA has a contingency of
$100,000.
Schedule Next Regular Meeting- The Board scheduled the next regular meeting for
Wednesday, August 23 to allow time for receipt of bids for the ground storage tank and air
conditioning/roof repairs. At that time, the staff will present the BAWA Budget.

Superintendent- Search is in process for a new BAWA superintendent.
United Way Gold Award- Mr. Thomas presented the United Way Gold Award to the
BAWA employees for 100% participation in the 1995 Campaign.
