June 21, 1995
The Board of Directors of the Baytown Area Water Authority, Harris County, Texas,
met in regular session on Wednesday, June 21, 1995, at 7525 Thompson Road, in the
BAWA Conference Room with the following attendance:
Robert L. Gillette, President
Dan Mundinger, Vice-President
Peter R. Buenz, Secretary
Knox Beavers, Board Member
Roy L. Fuller, Board Member
The meeting was called to order with a quorum present, after which the following
business was transacted:
Consider Minutes for the Meeting Held on May 17, 1995
Board Member Buenz moved for approval of the minutes for the meeting held on
May 17, 1995. Board Member Beavers seconded the motion. The vote follows:
Ayes: Board Members Beavers, Buenz, Fuller, Gillette and Mundinger

Consider Plans and Specifications for 4.5 Million Gallon Ground Storage Tank and
Authorize Advertisement for Bids
Herb Thomas, Plant Manager, noted that Wayne Smith &Associates were selected
as engineers to develop plans and specifications for construction of a 4.5 million gallon
ground storage tank. In 1985 the need was recognized for another ground storage tank
at BAWA which brought finished water capacity to 13.5 million gallons, but since that time
rules and regulations have changed. Today, there is a situation at BAWA where the
disinfection process must be altered, or additional BAWA capacity to the holding cells
provided, or capacity for additional finished water provided. In considering those options,
the recommendation is to add additional finished water capacity. The additional 4.5 million
gallons of finished water will provide a total of 18 million gallons or 1 1/2 days of finished
water in the event of an interruption of service.

Secondly, the new contract with the City of Houston has a penalty clause which is
applicable any day that BAWA exceeds 11.9 mgd of raw water. By having 20 million
gallons of water in the forebay and 18 million gallons in finished water, the plant can
manage to avoid the penalty. Thirdly, the additional storage of finished water is a factor
in length of time the water is in contact with disinfectant.
The proposed tank is of steel construction, 140 meters in diameter and 40 feet high.
It will sit southwest of the existing tanks. Construction time is 120 working days. The
engineering estimate is $750,000. Bonds have been sold to finance this project. The
administration recommended approval of the plans and specifications and requested
authorization to advertise for bids.
Board Member Mundinger moved to approve the plans and specifications and
authorized the administration to advertise for bids. Board Member Buenz seconded the
motion. The vote follows:

General Manager's Report
Monthly Distribution- In May, BAWA produced an average of 10.95 mgd with a peak
day of 12.5 million gallons. However, due to difference in meters and difference in times
read, BAWA has not experienced a penalty under the new contract with the City of
Houston. During heavy summer usage, BAWA may experience a penalty, but since the
change in the contract with the City of Houston, BAWA will only pay the penalty on the day
11.9 million gallons is exceeded, whereas previously, the penalty would have been
charged on the balance for the entire month.
Air Conditioning System - At the next meeting, plans and specifications will be
presented for a new air conditioning system for the plant offices. The system was installed
in 1981 and suffered severe damage during Hurricane Alicia in 1983. It has become very
difficult to maintain the unit because of the difficulty to locate parts. Also, each time the
unit must be recharged with freon is very expensive. BAWA operates sophisticated
equipment that must have a climate controlled environment. Therefore, it is in BAWA's
best interest to replace the system.
Plant Superintendent - BAWA is still without a plant superintendent. Three
candidates were interviewed a couple of weeks ago, but none were qualified. There are
• companies who provide personnel to operate water treatment plants; therefore, that
avenue will be explored.

In response to an inquiry from the board concerning interruption of service at BAWA,
Mr. Thomas stated as a result of Alicia, the plant was down for two days. There are water
wells within the city which are exercised on a regular basis to be utilized in such an event.
These wells will produce eight million gallons per day which would take care of water
necessities for the city.
Baker Road Projects- Two large jobs are in progress along Baker Road. One is the
painting and repair of the Baker Road Water Tower; the other is replacement of sewer
lines.
