1995 02 22 BAWA Minutes MINUTES OF THE REGULAR MEETING • OF THE BOARD OF DIRECTORS OF THE BAYTOWN AREA WATER AUTHORITY February 22, 1995 The Board of Directors of the Baytown Area Water Authority, Harris County, Texas, met in regular session on Wednesday, February 22, 1995, at 7525 Thompson Road, in the BAWA Conference Room with the following attendance: Robert L. Gillette, President Dan Mundinger, Vice-President Peter R. Buenz, Secretary Knox Beavers, Board Member Roy L. Fuller, Board Member The meeting was called to order with a quorum present, after which the following business was transacted: Consider Minutes for the Meetings Held on October 25, 1994 and January 18, 1995 Board Member Beavers moved for approval of the minutes for the meetings held on October 25, 1994 and January 18, 1995. Board Member Mundinger seconded the motion. The vote follows: Ayes: Board Members Beavers, Buenz, Fuller, Gillette and Mundinger Nays: None Consider Approval of Engineering Services Contract With Wayne Smith & Associates Herb Thomas, Plant Manager, noted the need for an engineering services contract to handle various needs of the fourteen year old plant, as well as the present need to develop plans and specifications for the four million gallon ground storage tank. The contract is patterned after the contract between the City of Baytown and Wayne Smith & Associates. Rates quoted therein are very competitive. The proposed contract will authorize the administration to issue various engineering assignments to Wayne Smith & Associates including the ground storage tank. After development of the plans and specifications, those will be presented to the Board for approval and to authorize advertisement for bids. Upon receipt of the bids, the Board will consider an item to award the construction contract, and upon completion of the project, an item to authorize final • payment. Construction costs are estimated at $650,000. Bonds have been sold for this project. The administration recommended approval of the contract. 950222-2 Minutes of the BAWA Meeting - February 22, 1995 Board Member Mundinger moved to approve the contract for engineering services with Wayne Smith & Associates. Board Member Beavers seconded the motion. Bobby Rountree, General Manager, emphasized that Mr. Smith has been helpful to the City of Baytown in its appearances before the TNRCC. The vote follows: Ayes: Board Members Beavers, Buenz, Fuller, Gillette and Mundinger Nays: None General Manager's Report BAWA Offices - Gordon Leeks, Plant Superintendent, mentioned that along with contract installation of new carpeting, the BAWA staff had painted the walls, hung wallpaper and selected new wall hangings. Paula Mulvihill, Plant Secretary, was the interior decorator on the project and did an outstanding job. Equipment Storage Building - In the 1993-94 BAWA budget, the Board had authorized funding for an equipment storage building, but due to turn over in plant superintendents, that project was never completed and the money was placed in contingency. Since this structure has been identified as a hazard in the annual TNRCC inspection, Mr. Thomas inquired if the Board had any objections to transferring the $15,000 from the Contingency account to the Capital account in the 1994-95 budget. . The $15,000 will cover the construction costs of a pre-engineered metal building. The foundation work has been performed by Public Works. The Board had no objections to the transfer. Distribution - Under the new contract with the City of Houston which became effective in October, through January, the savings has been $67,000. However, due to the penalty provisions during peak summer periods, the savings estimate for the year is approximately $100,000. Plant Outage - A few weeks ago, the plant experienced an unplanned outage due to a rodent making contact with one of the 2,300 volt phase gears. This resulted in an outage of six hours. During that time customers continued to receive water because of the emergency generator and overhead storage capacity. Mont Belvieu - The voters of Mont Belvieu did not approve the proposition to allow Mont Belvieu to tie onto BAWA water.
