2023 08 22 BPAC Minutes MINUTES OF THE MEETING OF THE BAYTOWN POLICE ADVISORY COMMITTEE OF THE CITY OF BAYTOWN August 22, 2023 The Baytown Police Advisory Committee(BPAC)met in a Meeting on Tuesday,August 22,2023, at 6:00 P.M. in the Council Chamber of the Baytown City Hall, located at 2401 Market Street, Baytown, Texas, with the following in attendance: Michael Springer Vice Chairperson Sgt. Steve Jones Committee Member Dr. June Stansky Committee Member Richard Hunsinger Committee Member Kirk Russell Committee Member Dr. Marissa Moreno Chairperson Gabriella Gonzales Acting Secretary Mike Holden Assistant Police Chief Vance Hinds Legal Counsel Chairperson Dr. Moreno convened the August 22, 2023, Baytown Police Advisory Committee (BPAC)Meeting with a quorum present at 6:00 P.M.All members were present with the exception of the absence of Committee Member Natalie Robinson. 1. MINUTES a. Consider approving the minutes of the Baytown Police Advisory Committee Meeting held on July 25,2023. A motion was made by Committee Member Dr. June Stansky and seconded by Vice Chairperson Michael Springer to approve the minutes of the Baytown Police Advisory Committee Meeting held on July 25, 2023, as submitted. The vote was as follows: Ayes: Chairperson Dr. Marissa Moreno, Vice Chairperson Michael Springer, Committee Member Sgt. Steve Jones, Committee Member Dr. June Stansky, Committee Member Richard Hunsinger, and Committee Member Kirk Russell Nays: None Other: Committee Member Natalie Robinson(Absent) Approved Baytown Police Advisory Committee Meeting Minutes August 22,2023 Page 2 of 4 2. CITIZEN INPUT a. Receive citizen input concerning police outreach, community policing, officer training, as well as policies and procedures. No citizen had registered to speak, so the Committee proceeded to the following item. 3. COMMUNITY INPUT a. Receive community input obtained by the Baytown Police Advisory Committee Members. Committee Member Jones shared some good news from Ms. Octavia Smith who lived at the Vil- lage Apartments. Ms. Smith was without air conditioning and the Baytown Police Department (BPD) had put pressure on the apartment complex to help her out. She called BPD that morning and communicated that she now had air conditioning. Ms. Smith was also gifted $100 worth of toys for her kids, a$200 gift card to Food Town, and $160.25 for her electricity bill. 4. BUSINESS ITEMS a. Discuss and consider a Properties and Neighborhood List for citizen engagement opportunities. Committee Member Hunsinger held the Properties and Neighborhood List and shared that he had been visiting the properties to see if they had a facility large enough for them. He suggested the Oaks of Baytown Apartments was a good choice as well as the Northwood Apartments; however, he had more properties to visit. After consulting with Staff, it was determined the best way to proceed was for Committee Member Hunsinger to choose the site of their next meeting from the list. He would then communicate his choice to Staff for that location to be posted on their agenda. A motion was made by Committee Member Sgt. Steve Jones and seconded by Vice Chairperson Michael Springer to give Committee Member Richard Hunsinger the authority to select an apartment complex off of the Properties and Neighborhood List as the location for the next Baytown Police Advisory Committee Meeting. REPORTS a. Receive an update regarding the status of police outreach, community policing, officer training and policies and procedures. Assistant Police Chief Mike Holden provided the BPAC Members with an update of the Baytown Police Department(BPD), as follows: Recruitment and Retention • BPD planned to add 3 sworn personnel,bringing their numbers up to 178; • The Department had 4 recent resignations; and • They were actively recruiting laterals. Collaboration • BPD was working with the Municipal Court on traffic safety information for their first Stop,Look, and Learn Fair on Saturday, September 9, 2023, from 11:00 A.M. to 2:00 P.M. at the Baytown Community Center. Training • BPD Officers received a total of 1,332 training hours between July 25 through August 22,2023; • The Baytown Police Academy provided a total of 1,472 training hours between July 25 through August 22, 2023, for BPD and outside agencies; and • Per new State law,Alert Level I Training was mandatory for all police officers in the State of Texas and would be cycled in to the Baytown Police Academy. It would involve active shooter training. Outreach Programs • National Night Out was set for October 3,2023, from 5:00 P.M.to 9:00 P.M.at Town Square; • The Hispanic Outreach Program would have an event on September 16, 2023, from 4:00 P.M. to 8:00 P.M. at Town Square; and • Over the last month, their outreach program reached hundreds of Baytown citizens. The events Assistant Chief Holden mentioned were: - Safe Riders; - Coffee with a Cop; and - Back to School Supply Giveaways; - Rape Aggression Defense(RAD)Classes. - Crime Stopper Meetings; Committee Member Dr. Stansky inquired if they ever had the mock shooting at the schools. As- sistant Chief Holden confirmed they hosted the active shooter drill with Goose Creek Consolidated Independent School District (GCCISD). In fact, he noted the After Action should be coming up soon. Instructors would grade how everything was done and would present that to Chief Stringer and GCCISD Police Chief Davis Smith. The BPAC Members further engaged Assistant Chief Holden with questions on the drill and matters concerning GCCISD's Police Department. Committee Member Hunsinger then inquired over National Night Out. The question prompted the BPAC to deliberate on how they would proceed to acquire a booth and all other related items. Consider setting date, time and location for the next Baytown Police Advisory Committee meeting, along with any related tasks and processes. Chairperson Dr. Moreno noted that on Item 4.a., the BPAC determined that Committee Member Hunsinger had the authority to set the location of their next meeting. For the date and time, Com- mittee Member Hunsinger stated that he would shoot for 6:00 P.M. and September 26, 2023. 7. ADJOURN With there being no further business to discuss, a motion was made by Committee Member Dr. June Stansky and seconded by Vice Chairperson Michael Springer to adjourn the August 22,2023, Baytown Police Advisory Committee Meeting at 6:25 P.M. The vote was as follows: Ayes: Chairperson Dr. Marissa Moreno, Vice Chairperson Michael Springer, Committee Member Sgt.
