2023 04 18 FCPEMSD MinutesMINUTES OF THE REGULAR MEETING OF THE BOARD OF DIRECTORS OF THE BAYTOWN FIRE CONTROL, PREVENTION, AND EMERGENCY MEDICAL SERVICES DISTRICT April 18, 2023 The Board of Directors of the Baytown Fire Control, Prevention, and Emergency Medical Services District (FCPEMSD) met in a Regular Meeting on Tuesday, April 18, 2023, at 4:30 P.M., in the Baytown Conference Room of the Baytown City Hall, 2401 Market Street, Baytown, Texas, with the following in attendance: John Adkins Barry L. MINUTES a. Consider approving the minutes of the Baytown Fire Control, Prevention, and Emergency Medical Services District Regular Meeting held on January 17, 2023. A motion was made by Vice President Barry L Hawkins, and seconded by Director Rhonda Lopez to approve the meeting minutes of the Baytown Fire Control, Prevention, and Emergency Medical Services District Regular Meeting held on January 17, 2023, as submitted. The vote was as follows: Ayes: President John Adkins, Vice President Barry L. Hawkins, Director Rhonda Lopez, Director Preet Singh, Director Larry Hollaway, Director Jamari Gilbert Nays: None Approved 2. PROPOSED RESOLUTIONS a. Consider a resolution approving an amendment to the Baytown Fire Control, Prevention and Emergency Medical Services District FY2022-2023 Budget in order to transfer monies from Machinery & Equipment (20701-84042) to Lease — Machinery & FCPEMSD Board Regular Meeting Minutes April 18, 2023 Page 2 of 6 Equipment (20701-86042) to enter into a Zoll One Program Lease Agreement for ten (10) Zoll X Series Advanced EKG Monitor / Defibrillators. A motion was made by Vice President Barry L. Hawkins, and seconded by Director Preet Singh to approve Resolution No. 93, related to agenda Item 2.a. Hawkins, Director Rhonda Lopez, Director Preet Singh, Director Larry Hollaway, Director Jamari Gilbert Nays: None Approved RESOLUTION NO. 93 A RESOLUTION OF THE BOARD OF DIRECTORS OF THE BAYTOWN FIRE CONTROL, PREVENTION, AND EMERGENCY MEDICAL SERVICES DISTRICT AMENDING THE BAYTOWN FIRE CONTROL, PREVENTION, AND EMERGENCY MEDICAL SERVICES DISTRICT'S FISCAL YEAR 2022- 2023 BUDGET BY REPROGRAMMING EIGHTY-EIGHT THOUSAND FIVE HUNDRED TEN AND 90/100 DOLLARS ($88,510.90) FROM MACHINERY & EQUIPMENT (20701-84042) TO LEASE -MACHINERY & EQUIPMENT (20701-86042) FOR THE LEASE OF TEN (10) ZOLL X SERIES ADVANCED EKG MONITOR/DEFIBRILLATORS; AND PROVIDING FOR THE EFFECTIVE DATE THEREOF. 3. BUSINESS ITEMS a. Consider a resolution requesting the City of Baytown to waive the remaining reimbursement payments for Two (2) Pierce Velocity Pumper Trucks and Engine 7. Fire Chief Kenneth Dobson presented agenda Item 3.a. and stated that Resolution No. 94 would approve the City of Baytown to waive the remaining reimbursement payments for two (2) Pierce Velocity Pumper Trucks and Engine 7. In November 2021, the Baytown Fire Control, Prevention, and Emergency Medical Services District ("FCPEMSD") entered in to an interlocal agreement with the City of Baytown to fund the purchase of two (2) Pierce Velocity Pumper Trucks. The City funded that purchase and the FCPEMSD agreed to reimburse the City over three (3) years, starting in FY2022-23. In the FY23 budget, the General Fund's Vehicle Replacement Fund funded the replacement purchase of Engine 7. The FCPEMSD's contribution was $342,946.00. The FCPEMSD was requesting the City to waive the total remaining balance due for both purchases in the amount of $1,428,514. BAYTOWN FIRE CONTROL, PREVENTION, AND EMS DISTRICT FY 2023-24 PROPOSED BUDGET a. Set a public hearing for the Baytown Fire Control, Prevention, and Emergency Medical Services District Fiscal Year 2023-24 Proposed Budget. President Adkins recited the date for the public hearing would be on Tuesday, June 20, 2023, at 4:30 P.M. A motion was made by Vice President Barry L. Hawkins, and seconded by Director Jamari Gilbert to approve the Public Hearing for the Baytown Fire Control, Prevention, and Emergency Medical Services District Fiscal Year 2023-24 Proposed Budget to occur on June 20, 2023. The vote was as follows: Ayes: President John Adkins, Vice President Barry L. Hawkins, Director Rhonda Lopez, Director Preet Singh, Director Larry Hollaway, Director Jamari Gilbert Nays: None Approved 5. REPORTS a. Receive an update on the Fire Department Apparatus Replacement Plan. Fire Chief Kenneth Dobson presented agenda Item 5.a. and stated that, in 2021, the Baytown Fire Department developed an apparatus replacement plan to identify timelines for unit rotation (frontline, reserve, disposal) and replacement. The plan was first presented at the Baytown Fire Control, Prevention, and Emergency Medical Services District ("FCPEMSD") meeting on October 19, 2021. As such, Chief Dobson presented to the Directors an update of the plan as well as a status update on current fire apparatus and ambulance orders, as presented in the Apparatus Replacement Plan listed below. Chief Dobson responded about nine to ten years on the front line but that it vaned based on different variables, such as: where the truck would be located, engine hours, mileage, and etc. An additional thing to consider was that safety features changed over the years, so older trucks might not contain the latest safety features. Chief Dobson added that when those trucks were replaced, they would go to reserve status for six to eight years before they would be auctioned off. Chief Dobson further explained the chart and stated that the dollar amounts represented when the equipment would be purchased. The green represented when the equipment would be received as well as how old the equipment would be once it was replaced. Once the equipment was replaced, it would be moved to the reserves until it met the timeline to be auctioned. The item in yellow (Medic 1) represented a future ambulance and the funding for the item had not been identified at that point in time. Ambulances were purchased every year and after five years they were moved to reserves. Tower 2, Heavy Rescue, and an additional Training Building were long range items that had not been identified at that point in time. Moreover, Chief Dobson noted that it could take anywhere from twelve months to three years from once the equipment was purchased to when the equipment would be delivered. He placed emphasis on staying on schedule with the replacement cycle so that equipment would not be in service too long. He additionally commented over the complexity of the schedule and stressed the need for funding to be there when they needed to replace the equipment. FCPEMSD Board Regular Meeting Minutes April 18, 2023 Page S of 6 Assistant Finance Director Gina Guillory thanked the Directors for allowing those payments to be waived. She mentioned that the Directors would see that in the budget which would come before them for consideration in the near future. Ms. Guillory further relayed there would be a large fund balance and that the fund was to be used strictly for the replacement of vehicles and other firefighter apparatus. Whereas before, those funds were previously used for operational cost and personnel. Those items had been moved to the General Fund so that the fund balance could be accumulated (built-up) solely for the replacement of firefighter apparatus. b. Receive an update regarding the Baytown Fire Training Field. Assistant Fire Chief Ryan Tucker presented an update on the Baytown Fire Training Field. As of the first quarter of 2023, they had invoiced a total of $55,000 and some funds were still waiting for payments. Industrial Training Props were half way done with fixing the project and waiting for a change order to be approved for the liquid lines below the ground as well as the vapor lines that needed to be addressed. Staff hoped to have that work completed by the end of May. President John Adkins questioned the status on paying this project off. Chief Dobson responded that it was either six or seven years out. Once it was paid off, there would be additional funding for apparatus and other items. Director Larry Hollaway asked if Staff would do a tour for the public. Chief Tucker responded that, once the props were completed, they planned on doing a tour/open house for the public. However, they were willing to provide a tour for the Directors at any time. City Clerk Angela Jackson stated that Staff would reach out to the Directors for a date and their availability as an agenda would need to be posted for this item as well. 6. MANAGER'S REPORT a. The next Baytown Fire Control, Prevention, and Emergency Medical Services District meeting is scheduled for Tuesday, June 20, 2023, at 4:30 P.M. in the Baytown Conference Room located at City Hall, 2401 Market Street, Baytown, Texas. Interim Assistant General Manager Carol Flynt reported their next meeting was scheduled for Tuesday, June 20, 2023, at 4:30 P.M. in the Baytown Conference Room located at City Hall. 7. ADJOURN With there being no further business to discuss a motion was made by Vice President Barry L. Hawkins and seconded by Director Larry Hollaway, to adjourn the April 18, 2023, FCPEMSD Board Regular Meeting at 4:47 P.M.
