2023 03 28 BPAC Minutes MINUTES OF THE MEETING OF THE BAYTOWN POLICE ADVISORY COMMITTEE OF THE CITY OF BAYTOWN March 28, 2023 The Baytown Police Advisory Committee(BPAC)met in a Meeting on Tuesday,March 28,2023, at 6:00 P.M.in the Innovation Room of the Sterling Municipal Library,located at 1 Mary Elizabeth Wilbanks Avenue, Baytown, Texas, with the following in attendance: Michael Springer Vice Chairperson Dr. June Stansky Committee Member Richard Hunsinger Committee Member Kirk Russell Committee Member Dr. Marissa Moreno Chairperson Raquel Martinez Deputy Secretary John Stringer Police Chief Jerris Mapes Legal Counsel Chairperson Dr. Moreno convened the March 28, 2023, Baytown Police Advisory Committee (BPAC)Meeting with a quorum present at 6:00 P.M.All members were present with the exception of the absences of Committee Member Natalie Robinson, Committee Member Doris Thomas, and Committee Member Athena Greene. 1. MINUTES a. Consider approving the minutes of the Baytown Police Advisory Committee Meeting held on November 15,2022. Chairperson Dr. Moreno announced a citizen, Ms. Priscilla Guerra, had signed up to speak. Ms. Guerra, a student from IMPACT Early College High School, discussed the recent school shootings in reference to Item 4.a. of the minutes from November 15, 2022. The item covered the BPAC's Buckets of Concern: mental illness, transparency and accountability, training and devel- opment,and positive engagement.Ms. Guerra felt that the City needed to improve its collaboration with Goose Creek Consolidated Independent School District (GCCISD) and its own Police De- partment. She noted there had been recent threats made to their schools and expressed her frustra- tions with both the police and their superintendent. She requested the help of Police Chief John Stringer for more security at their school and more activism involving school shootings. After Ms. Guerra spoke, Legal Counsel Jerris Mapes informed the BPAC that the discussion was not about the minutes and therefore off-topic. The students in attendance relayed they were unsure where to ask their questions. Ms. Mapes directed them to the City Clerk's Office for any questions regarding their meetings and agendas. Chief Stringer also briefly addressed the students' concerns and shared how they could reach out to him. As the other students that signed up to speak had similar comments as Ms. Guerra, they did not speak. However, they were invited to attend and speak at their next meeting, which the BPAC would set the date further along the agenda. The vote was as follows: Ayes: Chairperson Dr. Marissa Moreno, Vice Chairperson Michael Springer, Committee Member Dr. June Stansky, Committee Member Richard Hun- singer, and Committee Member Kirk Russell Nays: None Other: Committee Member Natalie Robinson(Absent), Committee Member Doris Thomas (Absent), and Committee Member Athena Greene (Absent) Approved b. Consider approving the minutes of the Baytown Police Advisory Committee Meeting held on February 28,2023. A motion was made by Committee Member Richard Hunsinger and seconded by Committee Mem- ber Dr. June Stansky to approve the minutes of the Baytown Police Advisory Committee Meeting held on February 28, 2023, as submitted. The vote was as follows: Ayes: Chairperson Dr. Marissa Moreno, Vice Chairperson Michael Springer, Committee Member Dr. June Stansky, Committee Member Richard Hun- singer, and Committee Member Kirk Russell Nays: None Other: Committee Member Natalie Robinson(Absent), Committee Member Doris Thomas (Absent), and Committee Member Athena Greene(Absent) Approved 2. TEAMBUILDING EXERCISE a. The Baytown Police Advisory Committee members will participate in a facilitated brainstorm and consensus building session regarding their focus and commitments for this year. Library Director Jamie Eustace facilitated the second round of exercises for the BPAC Members. A month ago, the BPAC participated in a teambuilding exercise where they discussed basic facts about the BPAC and the Baytown Police Department(BPD),their accomplishments,and the trends affecting both BPD and the community. For their current session, the BPAC Members would de- termine what their focus and commitments would be for 2023. The BPAC deliberated and determined they would focus and commit to the following: Positive Engagements • BPD actively engage with local apartment complexes for events like Coffee with a Cop; Baytown Police Advisory Committee Meeting Minutes March 28,2023 Page 3 of 4 • Invite business stakeholders to BPAC; • Increase BPD visibility and patrol outside of cars; and • Proactively submit positive stories to press. I'raining and Development • 100% of BPD officers trained in inclusivity and diversity. Transparency and Accountability • Quarterly BPAC meetings in targeted community locations; • Monthly meetings between BPD, GCCISD, and Lee College; • Explore alternate mechanisms for getting citizen input and feedback; and • Drive community engagement through open meetings. Outreach and Partnerships • BPAC and BPD collaborate on specific projects; and • Identify and establish stakeholder resources for homelessness. The BPAC then identified what the next steps would be for the following individuals and groups: Police Chief: Provide updates on status of diversity training, statistics for mental health interven- tions and Harris County partnership, and any other updates about existing efforts. City Clerk's Office and Legal: Explore process for adding a youth representative to BPAC. In addition, add public comment agenda item to address concerns about school safety and shootings to the BPAC agenda for the April 25th meeting. Chairperson Dr. Moreno: Prepare to present the Committee's Quarterly Report at the April 27th Council Meeting. The BPAC Members' also identified the following additional steps: • Arrange for update on the City's website(ease of finding public meeting information); • Identify local businesses to invite to BPAC; • Identify locations for community meetings; and • Identify and connect with apartment complexes for BPD outreach. Ms. Eustace then closed the exercise as the BPAC accomplished identifying their commitments. 3. NEXT MEETING a. Consider setting date, time and location for the next Baytown Police Advisory Com- mittee meeting, along with any related tasks and processes to include, but not limited to: • Discuss the presentation of the Baytown Police Advisory Committee's quarterly report to the City Council on Thursday,April 27,2023. Chairperson Dr. Moreno informed the BPAC Members that their next meeting was set for April 25, 2023. At their meeting, the BPAC would discuss matters concerning their report to the City Council on April 27th. Before the approval of the date, Legal Counsel Jerris Mapes announced it Baytown Police Advisory Committee Meeting Minutes March 28,2023 Page 4 of 4 was her last meeting as she was leaving the City. While there had not yet been a commitment on who would be assigned to their meeting, Ms. Mapes assured the BPAC that they would have a legal counsel available. With that said, the BPAC Members agreed to have their meeting on April 25th, with an item to be added to discuss school shootings. The meeting would be located at City Hall at 6:00 P.M. 4. ADJOURN With there being no further business to discuss, a motion was made by Committee Member Dr. June Stansky and seconded by Vice Chairperson Michael Springer to adjourn the March 28, 2023, Baytown Police Advisory Committee Meeting at 7:34 P.M.
