January 10, 2023
The Board of Directors of the Baytown Crime Control and Prevention District (CCPD) met in a
Regular Meeting on Tuesday, January 10, 2023, at 4:30 P.M., in the Council Chamber of the
Baytown City Hall, 2401 Market Street, Baytown, Texas with the following in attendance:

President Nicholas Rice convened the January 10, 2023, CCPD Board Regular Meeting with a
quorum present at 4:30 P.M., all members were present with the exception of Director Loretta
White, who was absent.
1. MINUTES
a. Consider approving the minutes of the Baytown Crime Control and Prevention
District Regular Meeting held on October 11, 2022.
A motion was made by Director Lloyd J. Herrera, and seconded by Vice President James Coker
to approve the minutes of the Baytown Crime Control and Prevention District Regular Meeting
held on October 11, 2022, as submitted. The vote was as follows:
Ayes: President Nicholas Rice, Vice President James Coker, Director David Start,
Director Lloyd J. Herrera, Director Jose Ortega, Director Charles Eugene Murrell
Nays: None
Other: Director Loretta White (Absent)

2. BUSINESS ITEMS
a. Consider setting the time, date and location of the Baytown Crime Control and
Prevention District Meetings for the 2023 calendar year.

President Nicholas Rice presented agenda item 2.a. and stated that the following scheduled
Baytown Crime Control and Prevention District meetings for 2023 would take place in the
Council Chamber of the City Hall, located at 2401 Market Street, at 4:30 P.M., unless otherwise
noted:
• Tuesday, April 11, 2023;
• Tuesday, June 13, 2023;
• Tuesday, July 11, 2023; and
• Tuesday, October 10, 2023.
Additionally, Mr. Rice stated that the meeting scheduled for June is to accommodate the CCPD
budget timeline.
A motion was made by Director Charles Eugene Murrell and seconded by Director Lloyd J.
Herrera approving the CCPD Board meetings for the 2023 calendar year to be held in the
Council Chamber of City Hall, 2401 Market Street, at 4:30 P.M. The vote was as follows:

3. REPORTS
a. Presentation of the Baytown Crime Control and Prevention District Street Crime
Unit, Traffic Management Team, and Commercial Vehicle Enforcement (CVE) statistical
reports.
The Board received a presentation from the Police Department on the Baytown Crime Control
and Prevention District's Street Crime Unit, Traffic Management Team, and Commercial
Vehicle Enforcement (CVE) statistical reports. In referencing the packets provided to the
Directors, Police Chief John Stringer noted that over the last quarter there was an increase in
crime statistics compared to last year, particularly in the area of Part I crimes. However, he noted
murder is down compared to the previous year and believed this is a direct reflection of the work
from the Street Crimes Unit and Special Investigations Division. Additionally, Chief Stringer
stated that the increase in the crime statistics could possibly be a result of the community
outreach efforts. They did expect a spike in the report of crimes as they work to build trust and
rapport within the community, specifically the Hispanic Outreach Program, UNIDOS (United);
however, further statistical analysis would need to be conducted to confirm.

As it relates to the Traffic Management Team, Chief Stringer noted that in the last quarter there
was an increase in traffic related fatalities that were related to driving while intoxicated (DWI's)
and that the funds provided by CCPD will be utilized to help with additional DWI enforcement.
Additionally, Chief Stringer noted that CCPD funds were able to purchase twenty-six (26)
cameras that have been installed throughout the City with the goal of a real-time crime center to
be established in the next three years. Further, Special Investigations Division has benefited from
the purchase of the cameras and other equipment that has been purchased with the CCPD funds.
He noted a specific case that occurred in October -November of 2022 where there was a drug bust
in the Northwood area of sixty-eight kilos of methamphetamine, with a street value of $550,000-
$575,000 that was taken off the street, as well as several illegal semi -automatics riffles that were
confiscated.
President Nicholas Rice asked if staff is getting support from the District Attorney's ("DA's")
Office for prosecution and Chief Stringer stated that it is a challenge at times to deal with the
DA's Office, as prior approval must be established before an arrest can be made. However, they
have been supportive in their interactions with them. Additionally, Chief Stringer noted that
recently the DA's Office limited their schedules to only issue warrants during normal business
hours, so shifts had to be adjusted to accommodate this change.
Lastly, Chief Stringer announced a Community Outreach Event for UNIDOS, which is
scheduled for January 25, 2023, at Emanuel Church - Iglesia Emanuel, and in conclusion of the
report Chief Stringer thanked the Directors for their service and support and offered any
questions from the Board.
b. Receive the Baytown Crime Control and Prevention District Quarterly Financial
and Investment Reports for the Quarter Ending September 30, 2022.
Finance Director Victor Brownlees presented the Baytown Crime Control and Prevention
District's Financial and Investment Reports for the fourth Quarter ending September 30, 2022.
He stated that these numbers are not final, as items are still coming in, but that staff does not
anticipate the numbers to be substantially different than what is being presented to them at this
time. Mr. Brownlees further noted that sales tax growth remains strong at a little over 6% (year
over year) and that expenditures are slightly down at the end of the 4th quarter, thereby leaving a
surplus for the year. Furthermore, Mr. Brownlees reminded the Board that it would be the last
year they would see Personnel expenditures in their budget, as those items have been moved to
the General Fund. Overall, the CCPD was on a good course with a good budget, sufficient
contingency, and a well-equipped Police Department.
4. MANAGER'S REPORT
a. The next Baytown Crime Control and Prevention District meeting is scheduled for
Tuesday, April 11, 2023, at 4:30 P.M., in the Council Chamber located at City Hall, 2401
Market Street, Baytown, Texas 77520.

Interim General Manager Jason Reynolds reminded the Board Members of their next Baytown
Crime Control and Prevention District meeting, which is scheduled for Tuesday, April 11, 2023,
at 4:30 P.M., in the Council Chamber at City Hall.
5. ADJOURN
With there being no further business to discuss, President Nicholas Rice adjourned the January
