A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BAYTOWN,TEXAS,
AUTHORIZING THE CITY MANAGER TO SUBMIT A GRANT APPLICATION TO
THE TEXAS GENERAL LAND OFFICE (GLO)FOR COMMUNITY DEVELOPMENT
BLOCK GRANT-MITIGATiON-METHOD OF DISTRIBUTION (CDBG-MIT-MOD)
PROGRAM ON BEHALF OF THE PUBLIC WORKS AND ENGINEERING
DEPARTMENT FOR PROJECTS LOCATED IN CHAMBERS COUNTY;
DESIGNATING AN AUTHORIZED REPRESENTATIVE;AUTHORIZING THE
REPRESENTATIVE TO ACCEPT OR AFFIRM ANY GRANT AWARD THAT MAY
RESULT THEREFROM;AND PROVIDING FOR THE EFFECTIVE DATE THEREOF.
WHEREAS,HurricaneHarvey(DR-4332),2016 Flood(DR-4269),and the 2015 Flood (DR^223)
severely impacted the City of Baytown; and
WHEREAS,the City of Baytown desires to increase resilience to disasters and reduce or eliminate
the long-term riskof loss of life,injury,damage to and loss of property,and suffering and hardship,by
lessening the impact of future disasters;and
WHEREAS,Governor Greg Abbott has designated the GLO to administer Community
DevelopmentBlockGrant- Mitigation (CDBG-MIT)funds on behalfof the state of Texas; and
WHEREAS, the City of Baytown's allocation of CDBG-MIT funds totals TWO MILLION SIX
HUNDRED EIGHTY-SIX THOUSAND NINE HUNDRED AND NO/100 DOLLARS ($2,686,900.00)
under the local Method of Distribution;and
WHEREAS,it is necessary and in the best interest of the City of Baytown to apply for funding
under the CDBG-MIT Program; NOW THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BAYTOWN,TEXAS:
Section 1:That the City Manager of the City of Baytown is hereby authorized to submit a grant
application to the GLO for CDBG-MIT funding for two projects in Baytown,Chambers County—one
including the elevation of electrical systems at four (4)lift stations,and the other including the replacement
of Oak Leaf Street with drainage improvements, in the amount of TWO MILLION SIX HUNDRED
EIGHTY-SIX THOUSAND NINE HUNDRED AND NO/lOO DOLLARS ($2,686,900.00).
Section 2: ThattheCity Manager is hereby designated as the authorized representative for all
purposes under this grant.
Section 3:That the City Manager of the City of Baytown is hereby authorized to accept or
affirm any grant award that may result from the above application.
Section 4: Thatall funds will be used in accordance with all applicable federal,state,local and
programmatic requirements, including, but not limited to, procurement, environmental review, labor
standards,realproperty acquisition,fair housing,andcivil rights requirements.
Section 5:This resolution shall take effect immediately from and after its passage by the City
Council of the City of Baytown.
