OF THE BAYTOWN AREA WATER AUTHORITY
January 15, 1997
The Board of Directors of the Baytown Area Water Authority, Harris County,
Texas, met in regular session on Wednesday, January 15, 1997, at 7425 Thompson
Road, in the BAWA Conference Room with the following in attendance:
Robert L. Gillette, President
Dan Mundinger, Vice President
Peter R. Buenz, Secretary
Knox Beavers, Board Member
Roy L. Fuller, Board Member
The meeting opened with a quorum present, and the following business was
conducted.
Consider Approval of Minutes for the Regular Meeting Held on December 18, 1996
Board Member Beavers moved for approval of the minutes for the regular
meeting held on December 18, 1996. Board Member Fuller seconded the motion. The
vote follows:
Ayes: Board Members Beavers, Buenz, Fuller, Gillette and Mundinger
Nays: None
Consider Renewal of Annual Cationic Polymer Contract
Board member Buenz moved to approve the renewal of the annual cationic
polymer contract with Cytec Industries at an estimated total of $96,250 for the year or
$ .275 per pound. Board Member Beavers seconded the motion. The vote follows:
Ayes: Board Members Beavers, Buenz, Fuller, Gillette and Mundinger

Consider Renewal of Annual Zinc Polyphosphate Contract
Board Member Fuller moved to approve the renewal of the annual zinc
polyphosphate contract with Technical Products for $ .595 per pound or an estimated
total of $59,500 for the year. Board Member Mundinger seconded the motion. The
vote follows:
Ayes: Board Members Beavers, Buenz, Fuller, Gillette and Mundinger
Nays: None
Consider Award of Bid for Annual Powdered Activated Carbon Contract
Board Member Buenz moved to award the bid for the annual powdered activated
carbon contract to Acticarb at $ .408 per pound for an estimated total of $48,960 for the
year. Board Member Mundinger seconded the motion. The vote follows:
Ayes: Board Members Beavers, Buenz, Fuller, Gillette and Mundinger
Nays: None

Manager's Report
Ground Storage Tank - Fred Pack, Utilities Director for the City of Baytown,
reported that Gifford Hill should ship the prefabricated underground piping sections the
last weekend in January. The construction company is ready to install the pipe. There
will be several evenings that BAWA will be down after the pipe arrives to allow for
installation.
The contractor has requested to install the baffling in the tank while the tank is
full. They feel the project will be more efficiently performed by utilizing boats. BAWA
will charge the contractor for the amount of water in the tank, because upon completion
of the work, the tank must be emptied, disinfected and refilled.

Mont Belvieu - Mont Belvieu presently has two active wells with one pumping
sand. The Mayor and Council of Mont Belvieu have formed committees to consider
various options. The committees have reported to the Mont Belvieu Council, and the
City is very close to making a decision. One of their concerns is whether BAWA will be
in a position to furnish their needs into the future. Presently, the city administration is
conducting a future water needs study for the City of Baytown. BAWA has a capacity of
13 mgd, and is using 11 mgd on the average, with some peak periods. Therefore,
BAWA has only about 2 mgd excess capacity. Mont Belvieu presently utilizes 600,000
mgd with 1 mgd peak. If Mont Belvieu opts for BAWA water, that would take a large
portion of BAWA's excess capacity. When one looks at the growth rate for Baytown
and considers that Baytown would need over 1 mgd, that points to a need for capital
improvements to increase plant capacity. Because BAWA bonds will be paid off in
2002, BAWA has been attempting to maintain at the present level, but depending on
what the study shows, BAWA may need to move forward.
The administration has asked Mont Belvieu to draft an official request for service
if their decision is to negotiate with BAWA.
Board Member Buenz noted that it would be to Mont Belvieu's advantage to
contract with BAWA for purchase of treated water. Herb Thomas, Plant Manager,
concurred and pointed out that the regulatory agencies favor centralization. Another
advantage to Baytown would be a second feed line to the plant.
Country Meadows - Country Meadows has completed 50 homes within the last 8
months and has begun to construct Section 2. Plans are to eventually construct 432
homes in Country Meadows.
Baytown Development - Baytown has been experiencing growth in Country Club
and the Lakewood areas. Presently, the administration is working with a group who
wish to form a Tax Increment Financing District to develop a huge subdivision along Tri
City Beach Road. It is too early to determine whether the proposed TIF will work, but
every option must be considered to insure future development in Baytown.

City Hall - City Hall has relocated to 2123 Market to allow for the refurbishing of
the structure at 2401 Market.

Bid Number 96 BI096-06
The recommendation for renewal is Cytec Industries for the annual Cationic Polymer Contract
for a total of $96,250 ($0.275/lb.) for approximately 350,000 pounds.. They were awarded the
original contract on January 16; 1996. There is no increase/decrease in the contract price.
2. Annual Zinc Polyphosphate Contract
Bid Number 96-B1096--07
The recommendation for renewal is Technical Products for the annual Zinc Polyphosphate
Contract for a total of $59,500 ($0.595/lb.) for approximately 100,000 .pounds. They were
awarded the original contract on January 16, 1996.. There is not increase/decrease in the contract
price.

The recommendation for the annual Powdered Activated Carbon is to Acticarb for a total of
$48,960 ($0.408/lb.) for approximately 120,000 pounds. There were four bid packets mailed out
and we received three_ bids by mail and one no bid. The bid results are attached.
