1997 04 16 BAWA Minutes• MINUTES OF THE REGULAR MEETING OF THE BOARD OF DIRECTORS OF THE BAYTOWN AREA WATER AUTHORITY April 16, 1997 The Board of Directors of the Baytown Area Water Authority, Harris County, Texas, met in regular session on Wednesday, April 16, 1997, at 7425 Thompson Road, in the BAWA Conference Room with the following in attendance: Robert L. Gillette, President Dan Mundinger, Vice President Peter R. Buenz, Secretary Knox Beavers, Board Member Roy L. Fuller, Board Member The meeting opened with a quorum present, and the following business was conducted. Consider Approval of Minutes for the Regular Meeting Held on February 19, 1997 Board Member Buenz moved for approval of the minutes for the regular meeting held on February 19, 1997, Board Member Fuller seconded the motion. The vote follows: Ayes: Board Members Beavers, Buenz, Fuller, Gillette and Mundinger Nays: None • 970416-2 • Minutes of the BAWA Meeting- April 16, 1997 Manager's Report Fred Pack, Director of Utilities for the City of Baytown, reported that the plant was struck by lightening on April 11. Fortunately, there was no major equipment damaged. However, the plant lost all telephone service, the power supply to all the intercom systems throughout the plant, the level transmitter for the ground storage tanks, and the forebay controller which was operated manually until repaired. Also, a modem was lost along with the ability to send E mail to other City offices. Damages are estimated at $5,000. Flow has been down due to heavy rains. The plant is approximately $105,000 short on income but $53,000 ahead on raw water costs which is normal for this time of the year. Income will increase during the summer months. No rate increase is expected from the City of Houston since Mayor Lanier announced recently there is no water rate increase proposed in the City of Houston's budget. Tony Brown, Plant Superintendent, reported that BAWA received a certificate from TNRCC which states that in the last five years the public water system had no violations related to the total chloroform rule. The staff of the Public Drinking Water Section and the Field Operation Division of TNRCC recognized BAWA's outstanding performance during the five-year period from 1992 to 1996. Herb Thomas, Assistant City Manager/Director of Public Works, emphasized that in order to receive the certificate three things had to be done well: One, the plant had to do a good job in disinfecting the water at all times to produce tests which indicate there are no chloroforms and, therefore, no bacteria in the water. Two, the people who draw these samples throughout the distribution network (about eighty samples a month) have to take them properly or the tests will fail. They did a good job for five years in collecting the samples. Third, the laboratory did the job right. They did it right the first time, there was no need for retesting. This says a lot for the people out here who are doing the job rig ht. The Plant Superintendent explained that the yard pipe for the ground storage tank baffling project was installed in three phases. The first phase on March 7 included installing one section of straight pipe and a thirty -inch valve. The second phase was more difficult as it involved forty -eight -inch pipe and two valves. This pipe was larger and deeper in the ground. There was a great deal of rain and the trench box kept filling up with water. This phase was completed 970416-3 • • Minutes of the BAWA Meeting - April 16, 1997 on March 22. The third phase was the most difficult part of the installation, because it involved interconnecting the forty -eight -inch line to the thirty -inch line. It was completed on March 27. This phase completed the installation. During each phase, the pipe was disinfected. There were no change orders, very few problems, only one rain delay, and everything is back in service. Armando Martinez was recognized for the extra time he expended on weekends and nights on this project. This project was necessary because in the near future, the TNRCC is expected to set out more stringent rules for our drinking water. Specifically, chlorine must be in contact with the water for a longer period. The baffles are to increase the time the water is in contact with the disinfectant. The yard pipe was required in order to divert all the water from the plant to the ground storage tank which has the baffles, and then to the other storage tanks. The complexity of the yard piping project dictated that at times BAWA had only one ground storage tank in service. BAWA has received a $30,500 grant from the Texas Department of Health to install a new fluoride system. The system is installed and after inspection by the Texas Department of Health, will be placed in service. Adjourn There being no further business to be transacted, the meeting was adjourned.
