1997 06 18 BAWA Minutes• MINUTES OF THE REGULAR MEETING OF THE BOARD OF DIRECTORS OF THE BAYTOWN AREA WATER AUTHORITY June 18, 1997 The Board of Directors of the Baytown Area Water Authority, Harris County, Texas, met in regular session on Wednesday, June 18, 1997, at 7425 Thompson Road, in the BAWA Conference Room with the following in attendance: Robert L. Gillette, President Dan Mundinger, Vice President Peter R. Buenz, Secretary Knox Beavers, Board Member Absent: Roy L. Fuller, Board Member The meeting opened with a quorum present, and the following business was conducted. Consider Approval of Minutes for the Regular Meeting Held on April 16, 1997 Board Member Buenz moved for approval of the minutes for the regular meeting held on April 16, 1997. Board Member Beavers seconded the motion. The vote follows: Ayes: Nays: Board Members Beavers, Buenz, Gillette and Mundinger None Consider Award of Annual Liquid Sodium Hydroxide Contract The administration recommended award of the annual liquid sodium hydroxide contract to the low bidder, DXI Industries, for the amount of $30,102. Board Member Buenz moved to award the annual liquid sodium hydroxide contract to the low bidder, DXI Industries. Board Member Mundinger seconded the motion. Manager's Report Distribution - Due to the heavy rainfall this year, BAWA has not met this average; therefore, there is a deficiency in projected revenues of $190,000. The budget is based on an average sale of 11 mgd. To date, the average is 10.6 mgd. Capital Expenditures - The BAWA plant is 16 years old and in need of some major renovation in order to ensure the continued production of quality water. The staff has identified $1.3 million in necessary improvements over the next five years. Monte Mercer, Assistant City Manager/Director of Finance, is working on a plan for the financing. Mr. Mercer has developed a method to provide the funding for the necessary capitol improvements with no payment on debt service until 2002 when debt service on the present bonds will be paid. At the next meeting, the staff will bring the particulars of how to finance this program to the board. Major components of the BAWA plant's water system are the six filters. A few weeks ago the Leopold service representative inspected all the filters and has made recommendations for repairs at a cost of between $150,000 to $200,000. This is only one example of a need at the plant. There are other capital needs which will be discussed at the next meeting. No plant expansion has been identified at this time. However, if another large customer should materialize, an additional basin would be necessary at an expenditure of $4-5 million. Mont Belvieu - Mont Belvieu has hired an engineer to develop plans to construct a 2 mgd plant. Country Meadows - Most of the potential growth is in Chambers County. Country Meadows has requested service for Sections 3 and 4. Cruise Ship - Bob Gillette reported that water to service the cruise ship when in dock became a problem; therefore, the Port of Houston Authority authorized the construction of an elevated storage tank at Barbours Cut Terminal to accommodate the 800 passenger ship. 970618-3 Minutes of the BAWA Meeting - June 18, 1997 Adjourn There being no further business to be transacted, the meeting was adjourned.
