1997 11 12 BAWA Minutes• MINUTES OF THE REGULAR MEETING OF THE BOARD OF DIRECTORS OF THE BAYTOWN AREA WATER AUTHORITY November 12, 1997 The Board of Directors of the Baytown Area Water Authority, Harris County, Texas, met in regular session on Wednesday, November 12, 1997, at 7425 Thompson Road, in the BAWA Conference Room with the following in attendance: Dan Mundinger, Vice President Peter R. Buenz, Secretary Knox Beavers, Board Member Roy L. Fuller, Board Member Absent: Robert L. Gillette, President The meeting opened with a quorum present, and the following business was conducted. Consider Approval of Minutes for the Regular Meeting Held on October 15, 1997 Board Member Fuller moved for approval of the minutes for the regular meeting held on October 15, 1997. Board Member Beavers seconded the motion. The vote follows: Ayes: Nays: Board Members Beavers, Buenz, Fuller, and Mundinger None Consider Award of Bid for Filter Rehabilitation Two bids were received for filter rehabilitation — Leopold in the amount of $194,900 and T & C Construction in the amount of $253,000 for the base bid. However, there is an unknown in the project on whether any support blocks will need to be replaced. If so, the old plate blocks will be replaced with fiberglass blocks at a cost of $33,673 each. Therefore, the recommendation is to award the base bid to Leopold in the amount of $194,900, and to authorize the expenditure of $33,673 for each support block replaced. 971112-2 • • Minutes of the BAWA Meeting —November 12, 1997 All of the rock for this project comes from Iowa. Therefore, the order must be made before the winter snows, and this is the reason the regular meeting was moved up one week. Board Member Buenz moved to accept the recommendation of the administration. Board Member Fuller seconded the motion. The vote follows: Ayes: Board Members Beavers, Buenz, Fuller, and Mundinger Nays: None For bid tabulation, see Attachment "A." Consider Award of Bid for Ferric Chloride Six bids were received for the ferric chloride annual contract. Genesis Chemical was the low bidder at $ .1529 per pound which would be approximately $79,450 for the year. This represents a 2.6% increase from last year due to an increase in transportation costs. The administration recommended the low bidder. Board Member Fuller moved to award the bid to Genesis Chemical. Board Member Beavers seconded the motion. Manager's Report United Way Contributions — The City recently completed its United Way Campaign with 100% participation from BAWA employees. Filters — It will take six to eight weeks to get all the material delivered. The rock comes in individual bags, shipped by truck. The anthracite comes in bags and the sand comes in large bulk bags. The contractors have requested that the contract time begin after material delivery, which has been granted. Customers will not notice that work is being performed at BAWA. Plant Manager — Herb Thomas, Plant Manager, is at the American Waterworks School in Colorado. 971112-3 Minutes of the BAWA Meeting —November 12, 1997 Training — Presently, Texas A & M is sponsoring a class for Waterworks Operators Certification on valve and hydrant maintenance. Wastewater classes are conducted at the Community Building. The Utilities Department attempts to host at least one class per month at each location to keep the certificates in both areas current. Bond Sale — BAWA received an excellent rate of 4.825% on its $1.3 million bond sale. These funds will be utilized for various projects. The traveling bridges are in need of a total rebuild at an estimated cost of $150,000 to $200,000 each. There is a need to paint the storage tanks and to replace the major motor control centers. Engineering for the high service motor control center will begin shortly, but the funds for that project will come from 1991 Bonds, which should deplete those funds.
