MINUTES OF THE REGULAR MEETING
OF THE BOARD OF DIRECTORS
OF THE BAYTOWN AREA WATER AUTHORITY
April 15, 1998
The Board of Directors of the Baytown Area Water Authority, Harris County,
Texas, met in regular session on Wednesday, February 18, 1998, at 7425 Thompson
Road, in the BAWA Conference Room with the following in attendance:
Robert L. Gillette, President
Dan Mundinger, Vice President
Knox Beavers, Board Member
Peter R. Buenz, Secretary
Absent: Roy L. Fuller, Board Member
The meeting opened with a quorum present, and the following business was
conducted.
Consider Approval of Minutes for the Regular Meeting on February 18, 1987
Board Member Mundinger moved for approval of the minutes for the regular
meeting held on February 18. Board Member Buenz seconded the motion. The vote
follows:

Consider Approval of Plans and Specifications for the High -Service Pump Station
Switch Gear Replacement Project and Authorize Advertisement for Bids
Pat Mann, Consultant on the project, explained that the existing switch gear was
installed when the plant was originally constructed. It is all one unit sitting flat on a slab
without much drainage; therefore, the bottom is rusted out. A new pad mounted
transformer and a separate 5K switch gear will be installed. Installation of the feeders
to the individual motors will be accomplished one at a time. Existing pumps will be kept
in service and one by one cut over to the new installation with no interruption of service.
The lighting will be replaced. All of the old structure will be removed. The new facility
which is much smaller will have a canopy placed over it to provide full protection. The
estimated cost for this project is $250,000 which funds will come from the $1.3 million
bond sale.
This is the first phase of replacement of motor starters and electrical switch gear.
This is the most important phase because this is the apparatus that pumps the water
into the city. However, throughout the site there are numerous 480 switch gear. This
one is 2300 switch gear. Eventually all of the 480 switch gear will be replaced. The
proposed plans will upgrade from manual relays to programmable controller, PC
Boards, etc.
Board Member Mundinger moved to approve the plans and specifications and
authorize advertisement for bids. The motion was seconded by Board Member Buenz.

Tony Brown, Plant Superintendent, stated that the filter rehabilitation project is
complete. It will take 4 to 6 weeks for all the media to settle. The turbidity meters have
all been installed and electronic connections made. The data cables are being
installed. The meters will provide a 24-hour picture of filters. Meter installation will be
complete in the next couple weeks.
Flows are averaging 10.5 mgd which places BAWA in a good position for the
summer. The budget is based on 11 mgd, but since the winter months have just
passed, 10.5 mgd is a good average.

Minutes of the BAWA Meeting — April 15. 1998
Tony Brown is participating in a cooperative program between the Texas A&M
Engineering Extension Service and the TNRCC. Tony will be visiting three water plants
to make a thorough review of each. He will be participating with a team of five others
who will evaluate operations, maintenance, management, etc. at each of these plants.
The first plant visited was in Port Isabel. That plant was constructed in the 40's,
but with the limitations of such an old plant, the employees there were producing
excellent water.
Board Member Gillette mentioned that BAWA needs to position itself to be 2000
compliant with regard to its computerization. The MIS Department is well aware of the
impending problem and is taking corrective measures.
