1998 11 11 BAWA MinutesMINUTES OF THE REGULAR MEETING OF THE BOARD OF DIRECTORS OF THE BAYTOWN AREA WATER AUTHORITY November 11, 1998 The Board of Directors of the Baytown Area Water Authority, Harris County, Texas, met in regular session on Wednesday, November 11, 1998, at 7425 Thompson Road, in the BAWA Conference Room with the following in attendance: Robert L. Gillette, President Peter R. Buenz, Secretary Knox Beavers, Board Member Absent: Roy L. Fuller, Board Member Dan Mundinger, Vice President The meeting opened with a quorum present, and the following business was conducted. Consider Approval of Minutes for the Regular Meeting on September 16, 1998 Board Member Beavers moved for approval of the minutes for the regular meeting held on September 16, 1998. Board Member Buenz seconded the motion. The vote follows: Ayes: Nays: Board Members Beavers, Buenz and Gillette None Consider Plans and Specifications for the Sludge Collection Project and Authorize Advertisement for Bids Fred Pack, Director of Utilities for the City of Baytown, explained that this project would replace the existing traveling bridges. Representatives of Camp, Dresser & McKee, Inc. (CDM), Domenic DiCenso and Rodney Chapin, were present. Mr. Chapin explained that the plans include the replacement of the existing traveling bridges with a new non-metallic chain -of -flight scraper system. This is a state of the art system, which will be much easier to maintain. The project is scheduled for a six month completion period at an estimated construction cost of $611,000 to be paid from the $1.3 million 1997 bond issue. The project also includes minor repairs to the concrete structures for the sedimentation basins and an add alternate to replace the fiberglass baffle walls. Only one basin will be taken down at a time, and plans are to be back in full service by mid -June. Therefore, BAWA customers should experience no reduction in service. 981111-2 • Minutes of the BAWA Meeting — November 11, 1998 Board Member Buenz moved to approve the plans and specifications and to authorize advertisement for bids. The vote follows: Ayes: Nays: Board Members Beavers, Buenz and Gillette None Consider Plans and Specifications for the High Service Pressure Control Project and Authorize Advertisement for Bids Stan Cargill, representing Wayne Smith & Associates, explained that the project included converting a manually operated 36-inch butterfly valve to a motor operated valve. Presently, the operator must go out to manually adjust the valve to maintain pressure. The new system will have an alarm system, which will provide a warning if the pressure is too high or too low. The project is scheduled for completion in 40 working days and will not necessitate a disruption in service. The estimated construction cost is $85,000 to be paid from interest earnings on the 1994 bonds. Board Member Beavers moved for approval of the plans and specifications and to authorize advertisement for bids. The vote follows: Ayes: Nays: Board Members Beavers, Buenz and Gillette None Consider Awarding Bid for the Annual Potassium Permanganate Contract Eight bid packets were mailed and seven bids were received. The administration recommended award of the bid to the low bidder, Skyhawk Chemicals at $1.2222 per pound or $134,442. Last year the contract with Skyhawk was terminated due to the poor quality of the product; however, the company has successfully demonstrated the improved quality of the product. Last year, American International held the contract for $1.2378 per pound. Board Member Buenz moved to award the annual potassium permanganate contract to Skyhawk Chemicals. Board Member Beavers seconded the motion. The vote follows: Ayes: Nays: Board Members Beavers, Buenz and Gillette None For bid tabulation, see Attachment "A." 981111-3 Minutes of the BAWA Meeting —November 11, 1998 Manager's Report December BAWA Board Meeting — The BAWA Board will meet on December 9 to award contracts for the two projects previously authorized for advertisement. Distribution — The average distribution for 1998 is 11 mgd, but in the summer BAWA was producing 14 mgd. There is indication from the requests for service and proposed future projects of continued increased demands. The administration feels that it will be necessary to expand the plant capacity by at least 4 million gallons. Originally, the plant was designed to add basins. When 4 million gallons are added, it will require the expansion of some of the pumping stations. There have been changes in technology, as well as process that must be considered in the various options. The administration plans to report to the Board in January with options for expansion of the plant. In January, qualification statements will be accepted from engineers and the remainder of 1999 necessary permitting and engineering work will be accomplished with a plan to begin construction in 2000. Mont Belvieu — Camp Dresser & McKee, Inc. was selected as the consultant to provide the engineering for a surface water treatment plant for Mont Belvieu. When the contract for engineering was negotiated and ready for Council action, Council decided to look at ground water again. A few years ago, BAWA afforded Mont Belvieu the opportunity to contract for treated water which was available at 1-10 and Highway 146, but that is no longer the case. Presently, should Mont Belvieu opt to contract with BAWA, they must construct a line from the BAWA plant along 1-10 to Mont Belvieu. Subsidence District — Board Member Buenz suggested that Fritz Lanham and Ron Nabors be invited to provide the board with an update on subsidence district activities. There were eight bids mailed out. BAWA received seven (7) competitive bids.
