OF THE BAYTOWN AREA WATER AUTHORITY
February 17, 1999
The Board of Directors of the Baytown Area Water Authority, Harris County,
Texas, met in regular session on Wednesday, February 17, 1999, at 7425 Thompson
Road, in the BAWA Conference Room with the following in attendance:
Robert L. Gillette, President
Peter R. Buenz, Secretary
Knox Beavers, Board Member
Roy L. Fuller, Board Member
Absent: Dan Mundinger, Vice President
The meeting opened with a quorum present, and the following business was
conducted.
Consider Approval of the Minutes for the Regular meeting Held January 19, 1999
Board Member Buenz moved to approve the minutes for January 19, 1999;
Board Member Fuller seconded the motion. The vote follows:

Consider Approval of Resolution Expressing Intent to Finance the Expenditures to be
Incurred
The proposed resolution authorizes the Baytown Area Water Authority to
reimburse itself for expenditures not to exceed $1,000,000 through issuance of tax-
exempt obligations to be issued subsequent to February 1999. Items to be funded
include pilot studies, engineering and permitting costs, for expansion of surface water
treatment plant. This allows the authority to proceed with these necessary elements of
the expansion project prior to the actual issuance of debt which in the long term saves
the authority several thousand dollars.

Consider Approval of the Engineering Contract with Camp Dresser & McKee Inc. for the
Baytown Area Water Authority Plant Expansion
Herb Thomas, Plant Manager, explained that approval of the negotiated contract
with Camp Dresser & McKee Inc. will allow the staff to proceed in 1999 with the
evaluation and pre -design work for scheduled completion in June 1999. Also, the pilot
testing should be completed by September 1999. This will put BAWA in position to
develop the construction documents for bid in January 2000. The plan is to have
additional capacity to the plant in the first quarter of 2001.
Herb Thomas, reported that the percentage of construction fee on the CDM
contract is 8.5% which is in line with the fee structure on City of Baytown contracts. In
negotiating the contract, significant costs were identified with the pilot testing which
could be borne by BAWA such as utilizing BAWA personnel and the laboratory at
BAWA. These cost savings totaled approximately $90,000.

Rodney Chapin, Project Manager, said that the project is based on $19,000,000
for two phases.

Board Member Buenz moved to authorize the contract with Camp Dresser &
McKee Inc. for Phases I and II of the BAWA Plant Expansion. Board Member Fuller
seconded the motion. The vote follows:

General Manager Mercer noted that BAWA would be prepared to sell bonds in
the fall of 1999.
Fred Pack reported that current average water sales is 10.7 mgd. This average
keeps slowly edging upward which is directly attributable to development. In response
to Board inquiry, Mr. Pack said that probably BAWA would be looking at a 4 to 5 mgd
expansion, but that can only be determined after the pilot study is complete. The peak
will probably end up at 25 mdg.
Plant Manager, Herb Thomas, indicated that he would be scheduling a meeting
with Gary Dobbs, Publisher and Editor of The Baytown Sun to provide information
concerning BAWA's plans for expansion.
