1999 03 17 BAWA MinutesMINUTES OF THE REGULAR MEETING OF THE BOARD OF DIRECTORS OF THE BAYTOWN AREA WATER AUTHORITY March 17, 1999 The Board of Directors of the Baytown Area Water Authority, Harris County, Texas, met in regular session on Wednesday, March 17, 1999, at 7425 Thompson Road, in the BAWA Conference Room with the following in attendance: Robert L. Gillette, President Dan Mundinger, Vice President Peter R. Buenz, Secretary Knox Beavers, Board Member Absent: Roy L. Fuller, Board Member The meeting opened with a quorum present, and the following business was conducted. Consider Approval of the Minutes for the Regular meeting Held February 17, 1999 Board Member Beavers moved to approve the minutes for February 17, 1999; Board Member Buenz seconded the motion. The vote follows: Ayes: Nays: Board Members Beavers, Buenz, Gillette and Mundinger None Consider Award of Bid for powdered Activated Carbon Powdered activated carbon is used for taste and odor control in the pre- treatment process. Five packets were mailed and three companies submitted bids. The administration is recommending award of the bid to Acticarb based on estimated usage of 160,000 pounds for a total of $57,280. Board Member Buenz moved to award the contract to Acticarb for a total of $57,280; Board Member Mundinger seconded the motion. Consider Authorization of Signatories for BAWA Operating and Maintenance Fund at Citizens Bank and Trust Company Board Member Buenz moved to authorize Monte Mercer, Mike Daws and Donna Sams as signatories for the Operating and Maintenance Fund at Citizens Bank and Trust Co. Board Member Mundinger seconded the motion. The vote follows: Ayes: Nays: Manager's Report Board Members Beavers, Buenz, Gillette and Mundinger None Distribution — Tony Brown, Plant Superintendent, noted BAWA's year to date average is already at 10.6 mgd which is very good since the budget is based on 11.2 mgd. High Service Pump — Several months ago work began to replace the high service motor control center. Upon delivery of the final drawings and operations manuals this project will be compete. Automatic Pressure Control — That work has just begun. Rehabilitation Project on Settling Basins — One of the basins has been taken out of service, drained and cleaned. The expansion joints are being replaced and then the baffle work around the tube settlers will be replaced as well as the liners in the sludge collection hoppers. Cleaning of North Lagoon — Since the weather has been dry, that project is going very well. The job is nearing completion. 990317-3 Minutes of the BAWA Meeting — March 17, 1999 Ozone Plant Pilot Study — At the end of March, the Pilot Plant should be shipped to arrive at BAWA in April. Camp Dresser & McKee, Inc. will get the pilot plant up and running. They will train Ron Burton, one of the BAWA personnel, to operate the pilot plant. After he is trained, the pilot plant becomes totally his responsibility. This preliminary study is to determine if ozone can be used to replace the chloramines being used in the plant. However, chloramines would still be used in the distribution system. Another study will be whether activated carbon will be needed, as well as potassium permanganate. Having BAWA personnel run the plant for about five months will help to control cost of operating the pilot plant. Ron will have his own lab set up to enable him to operate the pilot plant and process tests for the five -month period. All water from the pilot plant will be diverted to the head works of the existing plant; therefore, no water will be wasted. The Baytown Sun — Last week The Baytown Sun covered the BAWA expansion as a front page article. Camp, Dresser & McKee Inc. (CDM) — The BAWA staff has met with CDM to discuss all the disciplines involved in the $19,000,000 BAWA Plant Expansion. They will come back the first week of June to discuss Phase I and II. All the plans and specifications are to be complete by December of 1999 in order to bid the project in the first quarter of 2000. The fact that BAWA is already at 10.6 mgd reflects the need for the expansion. Another hot summer will be pushing the plant to its limit. Distribution — In response to board inquiry concerning the distribution report. Herb Thomas, Plant Manager, explained that the contracts for sale of treated water were all written at different times, thus some have a minimum take or pay clause, while others do not. Since the City of Houston's contract has been amended, there is no minimum take or pay. Adjourn There being no further business to be transacted, the meeting was adjourned. Peter R.
