1999 10 20 BAWA MinutesMINUTES OF THE REGULAR MEETING OF THE BOARD OF DIRECTORS OF THE BAYTOWN AREA WATER AUTHORITY October 20, 1999 The Board of Directors of the Baytown Area Water Authority, Harris County, Texas, met in regular session on Wednesday, October 20, 1999, at 7425 Thompson Road, in the BAWA Conference Room with the following in attendance: Robert L. Gillette, President Dan Mundinger, Vice President Knox Beavers, Board Member Absent: Peter R. Buenz, Secretary Roy L. Fuller, Board Member The meeting opened with a quorum present, and the following business was conducted. Consider Approval of the Minutes for the Regular meeting Held August 25, 1999 Board Member Beavers moved to approve the minutes for August 25, 1999; Board Member Mundinger seconded the motion. The vote follows: Ayes: Nays: Board Members Beavers, Gillette and Mundinger None Consider Award of Annual Chlorine Contract Staff recommended award of the annual chlorine contract to DXI Industries for the amount of $340 per ton, or based on estimated usage $45,220. Board Member Mundinger moved to award the annual chlorine contract to DXI Industries. Board Member Beavers seconded the motion. The vote follows: Ayes: Nays: Board Members Beavers, Gillette and Mundinger None For bid tabulation see Attachment "A." 991020-2 Minutes of the BAWA Meeting — October 20, 1999 Plant Manager's Report BAWA Bond Sale - Mike Daws, Finance Director, explained that two special meetings of the board would be required to effect a BAWA bond sale. The first meeting would be necessary prior to the Council meeting on October 28 in order for the BAWA Board to approve the Preliminary Official Statement and Notice of Sale. The second meeting would be required to hold the sale on November 10. The Board concurred to meet on October 28 at 5:00 p.m. and on November 10 at 1:30 p.m. Consumer Confidence Report — Fred Pack, Director of Utilities for the City of Baytown, reviewed the report with the Board. He explained that the City of Baytown was required to mail a Consumer Confidence Report to all users of City of Baytown water, while BAWA was required to submit such report to its wholesale customers annually. However, all calls are being referred to BAWA, including any from the City of Baytown mail -outs. TNRCC Inspection — The Texas Natural Resource Conservation Commission's inspection of the plant revealed four minor infractions. Repairs will be made within the fourteen (14) days' limit and the "Superior Water Status" will not be jeopardized. The TNRCC is looking at all the wholesale contracts to determine whether peak demand is specified because of past drought conditions in the state. Therefore, the Commission may come back and require that peak demand be specified in each contract for sale of treated water. At that juncture, BAWA must be in position to furnish that peak demand. With the proposed expansion, this will not be a problem. Plant Expansion — Tomorrow, staff will have the thirty (30%) percent review with Camp Dresser & McKee, Inc. (CDM). The ninety (90%) percent review is scheduled toward the end of December or early January. The Ozone Plant Pilot Study is complete. The Ozone Report is expected in December. There were three bids mailed out. BAWA received two (2) competitive bids and one bidder did not respond.
