MINUTES OF THE REGULAR MEETING
OF THE BOARD OF DIRECTORS
OF THE BAYTOWN AREA WATER AUTHORITY
January 19, 2000
The Board of Directors of the Baytown Area Water Authority, Harris County,
Texas, met in regular session on Wednesday, January 19, 2000, at 7425 Thompson
Road, in the BAWA Conference Room with the following in attendance:
Robert L. Gillette, President
Dan Mundinger, Vice President
Peter R. Buenz, Secretary
Knox Beavers, Board Member
Absent: Roy L. Fuller, Board Member
The meeting opened with a quorum present, and the following business was
conducted.
Consider Approval of the Minutes for the Regular meeting Held December 15, 1999
Board Member Mundinger moved to approve the minutes for the meeting held
on December 15, 1999. Board Member Buenz seconded the motion. The vote follows:

Consider Approval of Plans and Specifications for Lime Silo Removal Project
Fred Pack, Utilities Director for the City of Baytown, explained that the lime silos
were a part of the original plant. These silos have not been used for a number of years
and are in poor condition. Some of the lime feeding equipment is on the maintenance
building roof which equipment must be removed in order to effect repairs to the roof.
The estimated cost of the project is $70,000 depending on what the contractor
decides to do with the tanks. The expected contract duration is 45 days. This project is

being bid with the removal of the Bayway Drive Ground Storage Tank. Funds for the
silo removal will come from 1997 Bonds. The administration recommended approval of
the plans and specifications and authorization to advertise for bids. Mr. Pack
introduced Trent Slovak with PBS&J, engineers on the project

to authorize advertisement for bids. Board Member Mundinger seconded the motion.

Consider Approval of Plans and Specifications for Administrative Building
Weatherproofing Project
Herb Thomas, Plant Manager, stated that for several years the administrative
building had been experiencing serious water leaks from the walls and around windows
during significant rainfall events. Since BAWA is preparing to expand the plant and
upgrade technology, it is imperative that the integrity of the control room and the
administrative building be maintained. There are dollars available from the 1997 bond
sale to weatherproof the building. David Nabor with 3D International explained that
there are really two different projects —the administrative building, the windows, wall
and the plaza deck areas are all leaking due to the age of the structures and the type
construction. The plaza deck has three different expansion joints —one is allowing
water into the building. The maintenance building's wall has significant cracks and its
roof needs replacement. The door going out to the plaza deck is rusted and
deteriorated. There is one door at the administrative building and two at the
maintenance building needing replacement. The estimated cost of the weatherproofing
is $100,000.
Board Member Buenz moved to approve the plans and specifications and to
authorize advertisement for bids. Board Member Mundinger seconded the motion. The

Consider Award of bid for Zinc Polyphosphate.
Seven bids were mailed; one bid was received from Carus Chemical for $ .625
per pound, for an estimated expenditure of $162,500. Only one bid was received, as
there is only one manufacturer that actually blends this chemical.
Board Member Buenz moved to award the bid to Carus Chemical at $ .625 per
pound. Board Member Beavers seconded the motion. The vote follows. -

Consider Award of Bid for Cationic Polymer.
Nine bids were mailed; five bids were received. The bid of Cytec Industries was
the lowest at $ .1970 per pound. Board Member Buenz moved to award the bid to
Cytec Industries for $ .1970 per pound. Board Member Mundinger seconded the
motion. The vote follows:

Consider Award of Bid for Potassium Permanganate.
Due to a wording error in the contract, the administration recommended that all
bids be rejected and requested authorization to readvertise.
Board Member Mundinger moved to reject all bids and authorize the
administration to readvertise for receipt of bids. Board Member Buenz seconded the
motion. The vote follows:

Manager's Report
Review Schedule for Plant Expansion — In the latter part of December the staff
and consulting engineers reviewed ninety (90%) percent of the plans and
specifications. There will be an item on the agenda for February to review plans and
specifications and authorize advertisement for bids. Plans are to advertise in
February/March and to open bids in April with completion slated for June 2001 on the
expansion phase.
TOPS Program — BAWA received notification in November from Texas Natural
Resources Conservation Commission that BAWA has retained its Optimization
Program status. BAWA must reapply each six months and October was the end of the
six-month cycle. This is strictly a volunteer program and the entire BAWA staff
participates to maintain this high standard.
Ozone — Ozone treatment is still viable. The report from the pilot study should
be received this week.
City Clerk Appointment City Manager, Monte Mercer, introduced Gary Smith
who has been confirmed by City Council on January 13 to succeed Eileen Hall as City
Clerk.
