2000 02 16 BAWA MinutesMINUTES OF THE REGULAR MEETING OF THE BOARD OF DIRECTORS OF THE BAYTOWN AREA WATER AUTHORITY February 16 ,2000 The Board of Directors of the Baytown Area Water Authority, Harris County, Texas, met in regular session on Wednesday, February 16, 2000, at 8:00 a.m., at 7425 Thompson Road, in the BAWA Conference Room with the following in attendance: Robert L. Gillette, President Peter R. Buenz, Secretary Knox Beavers, Board Member Absent: Dan Mundinger, Vice President Roy L. Fuller, Board Member The meeting opened with a quorum present, and the following business was conducted. Consider Approval of the Minutes for the Regular Meeting Held January 19, 2000 Board Member Buenz moved to adopt the minutes of the regular meeting held on January 19, 2000. Board Member Beavers seconded the motion. The vote follows: Ayes: Board Members Beavers, Buenz, and Gillette Nays: None 000216-2 Minutes of the BAWA Meeting - February 16, 2000 Consider Plans and Specifications and Authorize Advertising for Bids for the BAWA Plant Expansion Project Phase I Fred Pack, Utilities Director for the City of Baytown, explained that Camp Dresser & McKee Inc.(CDM) prepared the plans and specifications for BAWA Plant Expansion, Phase I. Phase I addresses increasing plant capacity from the current rating of 13 mgd to 26 mgd. Once completed the plant will produce 19 million gallons without everything running. There is a 5% contingency of $342,000 for Phase I. The total is $7,187,000. The design services total $894,457, leaving a grand total of the project of $8,081,457. $7,982,943 is available for the project. Approximately $100,000 is not funded; but the contingency of $342,000 is included. We will have two alternates which will include effluent valve controllers and work on plant water for a total of $250,000. The alternates are not essential to Phase I and can be deleted to keep the project within available funding. Bids will be awarded at the April 19 meeting with estimated construction complete by June 30, 2001. Board Member Buenz moved to approve the plans and specifications and to authorize advertisement for bids. Board Member Beavers seconded the motion. Consider Award of Bid for the Lime Silo Removal Project This project is divided into two parts. They were bid together to get a better price. The Demolition of the Bayway Ground Storage Tank Project is a City of Baytown project. BAWA's part is the Lime Silo Removal Project. Two bids were received. The low bid on the lime silo removal project was from Water Tank Service Company in the amount of $13,185. Board Member Buenz moved to award the bid to Water Tank Service Company in the amount of $13,185. Board Member Beavers seconded the motion. The vote follows: Ayes: Nays: Board Members Beavers, Buenz, and Gillette None For bid tabulation, see Attachment "B." • 000216-3 • Minutes of the BAWA Meeting — February 16, 2000 Consider Award of Bid for the Administrative and Maintenance Buildings Weatherproofing Project This project will weatherproof the BAWA Administrative and Maintenance Buildings. Four bids were received. The low bid was from Michalsky Roofing Company, Inc. in the amount of $91,109, plus Alternate 1 in the amount of $3,000, for a total of $94,109. Board Member Buenz moved to award the bid for the Administrative and Maintenance Buildings Weatherproofing Project to Michalsky Roofing Company, Inc. in the amount of $94,109. Board Member Beavers seconded the motion. The vote follows: Ayes: Nays: Board Members Beavers, Buenz, and Gillette None For bid tabulation, see Attachment "C." Consider Award of Bid for Potassium Permanganate The bids on this purchase were rejected at the last board meeting because of an error in the contract. This project was rebid and mailed to seven bidders. Three bids were received. The low bidder was Skyhawk Chemicals with a unit price of $1.1850, for a total price of $130,350. Board Member Buenz moved to award the bid for the potassium permanganate to Skyhawk Chemicals in the amount of $130,350. Board Member Beavers seconded the motion.
