2001 01 24 BAWA Minutes, Special Meetingo • • MINUTES OF THE SPECIAL MEETING OF THE BOARD OF DIRECTORS OF THE BAYTOWN AREA WATER AUTHORITY January 24, 2001 The Board of Directors of the Baytown Area Water Authority, Harris County, Texas, met in special session on Wednesday, January 24, 2001, at 7425 Thompson Road, in the BAWA Conference Room, with the following in attendance: Robert L. Gillette, President Dan Mundinger, Vice President Peter R. Buenz, Secretary Knox Beavers, Board Member Sam T. Schulze, Board Member The meeting opened with a quorum present, and the following business was conducted. Consider approval of the minutes for the meeting held on December 13, 2000 Board Member Buenz moved to approve the minutes for the meeting held on December 13, 2000. Board Member Beavers seconded the motion. The vote follows: Ayes: Board Members Beavers, Buenz, Gillette, Schulze and Mundinger Nays: None Consider awarding of bid and approval of contract for Surface Water Treatment Facility — Interior Architectural Improvements Contract. Fred Pack reported that three bids had been received for the project. QMH Interests was the apparent low bidder with a bid of $123,000. The construction will begin in February with completion in 90 days. The project will be funded from the 1997 bonds. The project will include modifications to provide restrooms compliant with the Americans with Disabilities Act and other renovations of the facility to comply with the Act. The flooring will be replaced. The damaged drywall will be repaired or replaced. Wall treatments will be replaced. The cabinets in the laboratory will receive a laminate treatment. Some restroom work will take place in the Maintenance Building. o • a Page 2 of 3 Minutes of the Special Session — January 24, 2001 Board member Buenz moved award of the bid and approval of the contract. Board member Mundinger seconded the motion. The vote follows: Ayes: Board Members Beavers, Buenz, Gillette, Schulze and Mundinger Nays: None Consider awarding the Annual Uniform and Miscellaneous Services Rental Contract. Eleven bid packets were mailed and two bids were received. The apparent low bidder is Aramark for an amount of $3,562. The contract will provide uniforms for the 14 BAWA employees and miscellaneous oil and grease rags. This is the first year that the contract has been bid separately from the City. Board member Mundinger moved awarding the bid. Board member Buenz seconded the motion. The vote follows: Ayes: Board Members Beavers, Buenz, Gillette, Schulze and Mundinger Nays: None Consider Request of Villa Utilities for certification within BAWA certificated area. Norman Barnett, representing Villa Utilities, requested BAWA decertify that area served by Villa Utilities along Terry Lane. Villa Utilities is amending its CCN with the Texas Natural Resources Conservation Commission to include the 18 home area along Terry Lane. The area is certified to BAWA, but BAWA has never served the homes. Ignacio Ramirez, General Counsel, recommended that the Board approve dual certification for the area, as has been done in similar situations in the past. Decertification would prevent BAWA from future service of the area. Monte Mercer, General Manager, related that the past practice has been dual certification under similar circumstances and dual certification would be in the better interest of all parties. Board member Buenz moved to agree to dual certification with Villa Utilities for Terry Lane. Board member Schulze seconded the motion. The vote follows: Ayes: Board Members Beavers, Buenz, Gillette, Schulze and Mundinger Nays: None Page 3 of 3 • • Minutes of the Special Session — January 24, 2001 Manager's Report Ron Neighbors, Fritz Lanham and Jim Ainsworth had requested to address the Board under the Manager's Report. Ron Neighbors, Harris -Galveston Coastal Subsidence District, explained the new regulations concerning encouragement of water districts and corporations to convert to surface water and the role that BAWA can play in the conversion. The unique circumstances of Municipal Utility District 50 were detailed. Fritz Lanham, Harris -Galveston Coastal Subsidence District, encouraged BAWA to assist in the conversion to surface water. Fred Pack reviewed the capital buy -in fee for water districts that become customers of BAWA to allow for the necessary capital improvements to meet the demands. Staff will review the requests for treated water and report to the Board. Adjourn As there was no further business to be transacted, the meeting adjourned at 8:39 a.m. AA' Peter R. Buenz, Sec ary
