MINUTES OF THE REGULAR MEETING
OF THE BOARD OF DIRECTORS
OF THE BAYTOWN AREA WATER AUTHORITY
May 16, 2001
The Board of Directors of the Baytown Area Water Authority, Harris County, Texas, met in
regular session on Wednesday, May 16, 2001, at 7425 Thompson Road, with the following in
attendance:
Robert L. Gillette, President
Dan Mundinger, Vice President
Knox Beavers, Board Member
Sam T. Schulze, Board Member
Peter R. Buenz, Secretary, was absent.
The meeting opened with a quorum present, and the following business was conducted.
Consider participation in electric aggregation corporation..
General Manager Monte Mercer presented a brief overview of the options available to BAWA
for electric aggregation. Mercer stated the recommendation that BAWA aggregate its load with
HGAC Energy Purchasing Corporation because HGAC will be around in the future; HGAC has
cooperative purchasing experience; LaPorte and Baytown have joined HGAC; and the HGAC
program has been built around the Baytown profile.
General Counsel Ignacio Ramirez, Jr. reviewed the history of Senate Bill 7 that provided for
retail competition. Ramirez described the four corporations that appeared most favorable for
BAWA.
Board Member Schulze moved to approve the proposed resolution to participate in the HGAC
Energy Purchasing Corporation. Board Member Beavers seconded the motion. The vote
follows:
Ayes: Board Members Beavers, Gillette, Schulze and Mundinger.
Nays: None.
Manager's Report.
Fred Pack introduced Bill Pedersen, the new City Engineer, and reported that the construction at
BAWA was going well.
