2002 04 17 BAWA Minutes• • MINUTES OF THE REGULAR MEETING OF THE BOARD OF DIRECTORS OF THE BAYTOWN AREA WATER AUTHORITY April 17, 2002 The Board of Directors of the Baytown Area Water Authority, Harris County, Texas, met in regular session on Wednesday, April 17, 2002, in the Conference Room, 7425 Thompson Road, Baytown, Texas, with the following in attendance: Robert L. Gillette, President Dan Mundinger, Vice President Peter R. Buenz, Secretary Knox Beavers, Board Member Absent: Sam T. Schulze, Board Member. The meeting opened with a quorum present, and the following business was conducted. Consider approval of the minutes for the meeting held on February 20, 2002. Board Member Mundinger moved approval of the minutes of the meeting held on February 20, 2002. Board Member Buenz seconded the motion. The vote follows: Ayes: Board Members Mundinger, Beavers, and Buenz President Gillette Nays: None The motion carried. Consider awarding the bid and contract for the construction of Baytown Area Water Authority Plant Expansion, Phase III and taking related actions. The item awards the bid for the Baytown Area Water Authority Surface Water Treatment Facility Improvements — Expansion and Disinfection Improvements — Phase III, to LEM Construction Company, Inc. in the amount of $4,792,100 (base bid with additive alternate 1). Five potential bidders attended the mandatory pre -bid conference and we received five bids. LEM is the apparent lowest responsible bidder. The scope of work includes: • canal pump station improvements/forebay bypass • forebay liner replacement • additional raw water line to rapid mix • chlorine and ammonia improvements • chlorine scrubber system • ground storage tank rehabilitation and painting • backwash system improvements Page 2 of 2 • • Minutes of the Regular Meeting — April 17, 2002 • flocculator replacement • remote telemetry. The alternative bid item relates to the three ground storage tanks. The recommended alternate will provide for painting of the interior of the tanks with 100% solids paint. This is projected to provide a 10-15 year life of the paint at a cost of $30,000. Alternates two and three relate to lead abatement. Tests have not indicated the presence of lead at a level requiring abatement. Our engineer estimated the total construction cost to be $4,945,500. Construction duration is estimated to be 400 calendar days. Board Member Buenz moved award of the bid for the construction of Baytown Area Water Authority Plant Expansion, Phase III to LEM Construction Company, Inc. Board Member Mundinger seconded the motion. The vote follows: Ayes: Board Members Beavers, Buenz, and Mundinger President Gillette. Nays: None. The motion carried. Manager's Report. Fred Pack reported that the new elements of the Phase I expansion are in operation. Work remains to be done in the high service area. Five pumps are to be installed. A thirty -day trial period will be conducted prior to final payment. President Gillette announced receipt of a letter of resignation from Board Member Schulze.
