2006 07 19 BAWA Minutes• MINUTES OF THE REGULAR MEETING OF THE BOARD OF DIRECTORS OF THE BAYTOWN AREA WATER AUTHORITY July 19, 2006 at 8:00 a.m. The Board of Directors of the Baytown Area Water Authority, Harris County, Texas, met in regular session on Wednesday, June 21, 2006 in the Conference Room, 7425 Thompson Road, Baytown, Texas, with the following in attendance: Dan Mundinger, Vice President Peter Buenz, Secretary Knox Beavers, Board Member Dan Conejo, Board Member. The President of the Board, Robert L. Gillette, was absent. Dan Mundinger, Vice President opened the meeting at 8:00 a.m. with a quorum present, and the following business was conducted: The City Manager noted a correction to the minutes of June 21, 2006 regarding a word change from Quarterly Report to Consumer Confidence Report. Consider approval of the minutes for the meeting held on June 21, 2006. Board Member Dan Conejo, moved to approve the minutes of the meeting held on June 21, 2006 as amended. Board Member Knox Beavers seconded the motion. The vote follows: Ayes: Board Members Buenz, Beavers, and Conejo. Vice President Mundinger. Nays: None. The motion carried. Receive and discuss the investment report for the quarter ended June 30, 2006. Rhonda Young, Finance Director for the City of Baytown gave the quarterly investment report stating that interest rates are increasing and funds are doing well. The Board received the report. Receive and discuss a draft of the proposed 2006-07 fiscal year budget. Gary Jackson, General Manger, presented the proposed 2006-07 budget to the board for their review. He explained that the proposed budget includes a $.13 per 1000 gallon rate increase for BAWA's customers to adjust for raw water rate increases and debt associated with the construction of the new water supply line. Mr. Jackson reported that this is the first raise since 1999. Mr. Fred Pack noted that the proposed rate increase would generate an additional $575,740 in revenue and this would only be the 3rd rate increase since the inception of BAWA in 1988. With no further discussion, Vice President Mundinger moved to the next item on the agenda. • • Page 2 of 2 Manger's Report: Minutes of the Regular Meeting BAWA - July 19, 2006 Tony Brown reported that for the period of October 2005 through June 2006 the average water usage was 11.78 mil gallons per day compared to last year at this time of 12.53 mil gallons per day. He contributed less usage due to above normal rainfall this year. Mr. Brown reported that there is a pre - construction meeting planned on Monday, July 24, 2006 for construction of the new water line and construction should begin on Tuesday. Adjourn: With no further business Board Member Dan Mundinger moved to adjourn, Board Member Peter Buenz seconded the motion. The vote follows Ayes: Board Members Buenz, Beavers, and Conejo.
