2007 08 30 BAWA Minutes• • MINUTES OF THE REGULAR SESSION MEETING OF THE BOARD OF DIRECTORS OF THE BAYTOWN AREA WATER AUTHORITY August 30, 2007 - 8:00 a.m. The Board of Directors of the Baytown Area Water Authority, Hams County, Texas, met in regular session on Wednesday, August 30, 2007 in the Conference Room, 7425 Thompson Road, Baytown, Texas, with the following in attendance: Robert L. Gillette, President Dan Mundinger, Vice President Peter Buenz, Secretary Dan Conejo, Board Member Board Member Beavers was absent. Robert L. Gillette, President, opened the meeting at 8:00 a.m. with a quorum present, and the following business was conducted: Consider approval of the minutes for the meeting held on July 18, 2007. Board Member Buenz moved to approve the minutes of the meeting held on July 18, 2007. Board Member Conejo seconded the motion. The vote follows: Ayes: Board Members Mundinger, Buenz, and Conejo President Gillette. Nays: None. The motion carried. Conduct public hearing regarding the proposed Baytown Area Water Authority's fiscal year 2007-2008 budget. President Gillette opened the public hearing regarding the proposed Baytown Area Water Authority's fiscal year 2007-2008 budget at 8:02 a.m. With no one signing up to speak at this hearing, President Gillette closed the public hearing at 8:03 a.m. Consider Proposed Resolution approving of the 2007-2008 fiscal year budget for the Baytown Area Water Authority. Fred Pack, Director of Public Works, explained that the 2007-2008 proposed budget has been developed on the estimated sales of 12.5 million gallons per day (MGD). The City of Houston notified BAWA of a rate increase effective April 1, 2007 for untreated water. The rate increased 2.8% from $0.4123 to $0.4238 per 1,000 gallons. The previous rate increase was in 2006. Also, a 3.6% increase Page2of2 • Minutes of the Regular Session Meeting BAWA — August 30, 2007 in the cost of raw water is anticipated effective April 1, 2008, which is included in the proposed budget. Interim General Manager Leiper informed the Board that a 3% across the board raise is also included in the budget for BAWA employees. The Board engaged in discussion concerning ozone testing methods and the level of participation required on behalf of smaller entities. Tony Brown, Plant Supervisor, explained that the BAWA plant began ozone testing in January. The testing is comprised of two samples a month that are taken for two consecutive years and based upon those results it will be determined if the plant will need to implement ozone processing. Mr. Brown told the Board that the testing thus far has only produced one hit or organism. This will not put the plant in the category for adding ozone. The reason the two year testing was implemented is because ozone processing is very expensive. Board Member Buenz moved to approve the Resolution as submitted. Board Member Conejo seconded the motion. The vote follows: Ayes: Board Members Mundinger, Buenz, and Conejo President Gillette. Nays: None. • The motion carried. RESOLUTION NO. 2007-0010 A RESOLUTION OF THE BOARD OF DIRECTORS OF THE BAYTOWN AREA WATER AUTHORITY ADOPTING A BUDGET FOR THE ENSUING FISCAL YEAR, BEGINNING OCTOBER 1, 2007, AND ENDING SEPTEMBER 30, 2008; MAKING OTHER PROVISIONS RELATED THERETO; AND PROVIDING FOR THE EFFECTIVE DATE THEREOF.
