2005 04 20 BAWA Minutes• MINUTES OF THE REGULAR MEETING OF THE BOARD OF DIRECTORS OF THE BAYTOWN AREA WATER AUTHORITY April 20, 2005 The Board of Directors of the Baytown Area Water Authority, Harris County, Texas, met in regular session on Wednesday, April 20, 2005 in the Conference Room, 7425 Thompson Road, Baytown, Texas, with the following in attendance: Robert L. Gillette, President Peter Buenz, Secretary Dan Conejo, Board Member. Dan Mundinger, Vice President and Knox Beavers, Board Member, were absent. The meeting opened at 8:00 a.m. with a quorum present, and the following business was conducted: Consider approval of the minutes for the meeting held on February 16, 2005. The minutes of the meeting held on February 16, 2005 were approved as submitted. Consider awarding the bid and authorizing a contract for the annual purchase of Powdered Activated Carbon. Invitation to bid on the annual powdered activated carbon contract were published, five bid packets were mailed and two bids were received. One no bid was received. Two of the packets were returned unopened. Acticarb is the apparent lowest responsible bidder at a unit price of $0.2750 per pound and a projected cost of $44,000. Acticarb supplied Powdered Activated Carbon under last year's contract at a bid of $0.297 per pound and a projected cost of $47,520. Board Member Conejo moved awarding the bid to Acticarb at the price of $0.2750 per pound. Board Member Buenz seconded the motion. The vote follows: Ayes: Board Members Buenz and Conejo. President Gillette. Nays: None The motion carried. Manager's Report. Tony Brown, Plant Supervisor, reported that the 30-day test on Phase 3 had begun. If all goes well, the test should be complete in May and approval for final payment will be requested in June. Page 2 of 2 Minutes of the Regular Meeting —April 20, 2005 Mr. Brown also reported that the average water sales are 12.103 million gallons per day. The budget is based on 12.21 million gallons per day. The high usage period has not begun. With moderate rainfall, the average usage is projected to be 12.48 million gallons per day. Mr. Brown also informed the Board that the City of Houston has increased the price of raw water to $0.398/1000 gallons from $0.385/1000 gallons. From the correspondence received from the City of Houston, annual increases may be anticipated. Board Member Buenz suggested assuming a 3.5% increase each year for budget purposes.
