MINUTES OF THE REGULAR MEETING
OF THE BOARD OF DIRECTORS
OF THE BAYTOWN AREA WATER AUTHORITY
May 19, 2004
The Board of Directors of the Baytown Area Water Authority, Harris County, Texas, met in
regular session on Wednesday, May 19, 2004, in the Conference Room, 7425 Thompson Road,
Baytown, Texas, with the following in attendance:
Robert L. Gillette, President
Dan Mundinger, Vice President
Peter Buenz, Secretary
Knox Beavers, Board Member
Dan Conejo, Board Member.
The meeting opened with a quorum present, and the following business was conducted:
Consider approval of the minutes for the meeting held on April 21, 2004.
Board Member Beavers moved approval of the minutes of the meeting held on April 21, 2004.
Board Member Conejo seconded the motion. The vote follows:

The motion carried.
Consider approval of Water Conservation Plan and Drought Contingency Plan.
On September 20, 2000, the Board approved a Water Conservation Plan and a Drought
Contingency Plan. The Texas Water Development Board staff has reviewed the plan and
suggested corrective modifications to the plan. Approval of the modifications is necessary for
TWDB approval of the loan for the proposed new waterline project. Fred Pack, Plant Manager,
explained that TWDB suggested that the plans be combined into a single plan and that the
district information in the attachment be updated. A clerical error was also corrected in the
citation to a regulation in the Wholesale Contract Renewal section. As wholesale contracts
renew, the wholesale purchasers will be required to include a Water Conservation and
Emergency Water Demand Management Plan.
Board Member Buenz moved approval of the Water Conservation and Emergency Water
Demand Management Plan. Board Member Mundinger seconded the motion. The vote follows:

Manager's Report.
Mr. Pack reported on the request of Houston Leisure Park to become a retail customer of BAWA
by laying its own line in the right-of-way of Interstate Highway 10 or to purchase groundwater
credits from BAWA. The Park is a customer of Harris County Water Control and Improvement
District No. 1 (Highlands) and pays a surcharge as an out -of -district customer. Staff responded
to the requests by explaining that BAWA sold only to wholesale customers and declined to sell
any of its groundwater credits.
Mr. Pack also reported that Kinsel has hired LEM to make adjustments to the chain drive in the
basin. The misaligned equipment has been removed. This is the major unfinished portion of
Phase I improvements.
