2004 01 21 BAWA Minutes MINUTES OF THE REGULAR MEETING OF THE BOARD OF DIRECTORS OF THE BAYTOWN AREA WATER AUTHORITY January 21, 2004 County, Texas, met.in Directors of the Baytown Area Water Authority, Harris C The Board of yt Y� tY regular session on Wednesday, January 21, 2004, in the Conference Room, 7425 Thompson Road, Baytown, Texas, with the following in attendance: Robert L. Gillette,President Dan Mundinger,Vice President Peter Buenz, Secretary Knox Beavers,Board Member Dan Conejo, Board Member. The meeting opened with a quorum present, and the following business was conducted: Consider approval of the minutes for the meeting held on December 10, 2003. Board Member Buenz moved approval of the minutes of the meeting held on December 10, 2003. Board Member Conejo seconded the motion. The vote follows: Ayes: Board Members Beavers, Buenz, Conejo and Mundinger President Gillette Nays: None. The motion carried. Receive presentations from engineering firms for design of water transmission line. Fred Pack, Plant Manager, described the proposed route of the additional transmission line,north on Thompson Road to Wallisville Road, east on Wallisville Road to North Main Street. The project includes an alternate or second phase to extend the line east on Wallisville to Sjolander Road and south on Sjolander to Interstate Highway 10. The project also includes transmission lines down John Martin Road, Garth Road and North Main Street to connect to the existing transmission lines. Mr. Pack explained that the transmission line will cross existing pipeline corridors, railroads, and the San Jacinto River Authority Canal that will complicate the project. Bill Pedersen, City Engineer, stated that each Freese &Nichols, Inc., PATE Engineers, Inc., and Langford Engineering, Inc. are qualified to perform the job and all are currently doing work for the City of Baytown. Representatives from Freese & Nichols, Inc. made their presentation of qualifications and understanding of the project. Page 2 of 3 1 Minutes of the Regular Meeting—January 21, 2004 Gary Jackson, General Manager, reminded the directors of the requirements of the professional procurement act and asked that the board select the two most qualified firms in order of preference. Representatives from PATE Engineers, Inc. made their presentation of qualifications and understanding of the project. Representatives from Langford Engineering, Inc. made their presentation of qualifications and understanding of the project. The staff discussed the relative qualifications of the engineering firms at the request of the Board and noted that each has the capability to do the job. Consider selecting engineering firm for design of the water transmission line. Board Member Mundinger moved the selection of PATE Engineers, Inc. as the preferred firm and Langford Engineering, Inc. as the second choice for the design of the water transmission line for the purpose of staff negotiating a contract for professional services. Board Member Beavers seconded the motion. The vote follows: Ayes: Board Members Beavers, Buenz, Conejo and Mundinger President Gillette Nays: None. The motion carried. Consider awarding the bid and authorizing a contract for the annual purchase of zinc polyphosphate. Tony Brown, Plant Superintendent, reported that eight (8) bid packets were mailed out. BAWA received bids from four (4) vendors, three (3) no bids, and one (1) vendor did not submit a bid or no bid notification. The recommendation is to award the bid for the annual zinc polyphosphate contract to Sweetwater Technologies for $0.389 per pound for approximately 100,000 pounds ($38,900). Sweetwater Technologies was awarded the contract for the preceding year at $0.514 per pound. Board Member Buenz moved awarding the bid and authorizing a contract for the annual purchase of zinc polyphosphate. Board Member Conejo seconded the motion. The vote follows: Ayes: Board Members Beavers, Buenz, Conejo and Mundinger President Gillette Nays: None. The motion carried. Mr. Brown reported that ten (10) bid packets were mailed out. BAWA received bids from four (4) vendors, three (3) no bids, and three (3) vendors did not submit a bid or no bid notification. The recommendation is to award the bid for the annual cationic polymer contract to Ciba Specialties for $0.155 per pound for approximately 350,000 pounds ($54,250). Ciba was awarded the contract for the preceding year at $0.172 per pound. Board Member Buenz moved awarding the bid and authorizing the contract for the annual purchase of cationic polymer. Board Member Conejo seconded the motion. The vote follows: Ayes: Board Members Beavers, Buenz, Conejo, and Mundinger President Gillette Nays: None. The motion carried. Receive quarterly investment report for the period ending December 31, 2003 for the Baytown Area Water Authority. The quarterly investment report for the period ending December 31, 2003 was received by the Board.
