2022 11 15 BPAC Minutes MINUTES OF THE MEETING OF THE BAYTOWN POLICE ADVISORY COMMITTEE OF THE CITY OF BAYTOWN November 15, 2022 The Baytown Police Advisory Committee (BPAC) met in a Meeting on Tuesday, November 15, 2022, at 6:07 P.M. in the Council Chamber of the Baytown City Hall, located at 2401 Market Street, Baytown, Texas with the following in attendance: Michael Springer Vice Chairperson Dr. June Stansky Committee Member Richard Hunsinger Committee Member Natalie Robinson Committee Member Doris Thomas Committee Member Raquel Martinez Deputy Secretary Mike Holden Assistant Police Chief Jerris Mapes Legal Counsel Vice Chairperson Springer convened the November 15, 2022, Baytown Police Advisory Committee (BPAC) Meeting with a quorum present at 6:07 P.M. All members were present with the exception of the absences of Chairperson Dr. Marissa Moreno,Committee Member Lt. Rodney Evans, and Committee Member Athena Greene. Secretary Angela Jackson arrived at 6:22 P.M. 1. MINUTES a. Consider approving the minutes of the Baytown Police Advisory Committee Meeting held on October 18,2022. A motion was made by Committee Member Dr. June Stansky and seconded by Committee Member Richard Hunsinger to approve the minutes of the Baytown Police Advisory Committee Meeting held on October 18, 2022, as submitted. The vote was as follows: Ayes: Vice Chairperson Michael Springer, Committee Member Dr. June Stansky, Committee Member Richard Hunsinger, Committee Member Natalie Robinson, Committee Member Doris Thomas Nays: None Other: Chairperson Dr. Marissa Moreno(Absent),Committee Member Lt. Rodney Evans (Absent), and Committee Member Athena Greene(Absent) Approved 2. CITIZEN INPUT a. Receive citizen input concerning police outreach, community policing, officer training, as well as policies and procedures. Baytown Police Advisory Committee Meeting Minutes November 15,2022 Page 2 of 4 No one had registered to speak, and so the Committee proceeded to the following item. 3. COMMUNITY INPUT a. Receive community input obtained by the Baytown Police Advisory Committee Members. The BPAC Members did not receive any input, and so they proceeded to the following item. 4. BUSINESS ITEMS a. Discuss and make recommendations for the Baytown Police Advisory Committee's buckets of concern to include, but not limited to Mental Illness, Transparency and Accountability,Training and Development, and Positive Engagement. As the BPAC Members would revisit their buckets of concern via a workshop at the Sterling Municipal Library, Deputy Secretary Raquel Martinez informed them the item was more about bringing the newer BPAC Members up to date. Committee Member Hunsinger then explained to their new members how they formed their original buckets of concern.After those initial two years, the BPAC would now question if those buckets held true and if they needed to add things. Committee Member Hunsinger noted that would be done at their meeting in the Library. 5. REPORTS a. Receive an update regarding the committee's participation at the Citizen's Appreciation Day event. Committee Member Hunsinger and Committee Member Dr. Stansky shared photos of the Citizen's Appreciation Day event. They reported several City Council Members, the Mayor, the Police Chief, officers, and citizens stopped by their booth. Overall, the feedback they received was positive. Committee Member Thomas inquired about the advertising of the event because, if she was not on the BPAC, she would not have known. The BPAC Members replied the event was advertised on the City website,the Baytown Sun,and on social media.Assistant Police Chief Mike Holden stated he was open to any additional suggestions. Vice Chairperson Springer suggested to have a banner out in front of the Police Station or somewhere in the neighborhood. Committee Member Dr. Stansky suggested a billboard, and Assistant Chief Holden noted the Public Safety Building would have an electronic sign. Vice Chairperson Springer also suggested for the schools to hand out flyers. The BPAC Members gave additional recommendations and deliberated on those. b. Receive an update regarding the status of police outreach, community policing, officer training and policies and procedures. Assistant Police Chief Mike Holden reported that on November 16 and 17, 2022, the Texas Chief of Police Association would review their policies and procedures.The review was for the Baytown Police Department's ("BPD") re-recognition under the State's certification. Assistant Chief Holden stated they would know around Friday if they received that certification. BPD did not see any issues with that as they had assessors beforehand. Vice Chairperson Springer inquired over Baytown Police Advisory Committee Meeting Minutes November 15,2022 Page 3 of 4 the Agency. Assistant Chief Holden responded the Texas Chief of Police Association had a program called Best Practices. The program was a policy and procedure review that was recognized throughout the State of Texas. In regards to training, BPD would have de-escalation and self-defense classes scheduled soon. Everyone in the Department would participate in those from the Police Chief all the way down. Next, BPD would continue to have Coffee with a Cop. As it relates to the Blue Santa program, BPD was accepting toys and gifts at that time. Assistant Chief Holden announced that on November 16, 2022, there would also be a food drive at the Baytown Nissan location. BPD was requested to be there and would assist with the drive. On a separate note, Vice Chairperson Springer wondered if the City still performed eighteen-wheeler checks. Assistant Chief Holden confirmed their Commercial Vehicle Enforcement Team were still assigned to that. 6. NEXT MEETING a. Consider setting the date, time, and location for the next Baytown Police Advisory Committee meeting, along with any related tasks and processes to include, but not limited to: • Participation in the Blue Santa Wrap Day on Saturday,December 10, 2022,from 10:00 A.M.to 2:00 P.M.,at the location of 111 YMCA Drive; and • Discuss conducting a teambuilding exercise on January 24,2023,with the members of the Baytown Police Advisory Committee to review the committee's purpose and buckets of concern. Vice Chairperson Springer noted one item did not make it on the agenda and suggested it be thought of for their next meeting. The item would be for the BPAC Members to discuss if they wanted to move their scheduled meeting day of Tuesday to a different day. Furthermore, Deputy Secretary Raquel Martinez informed the BPAC Members that their next meeting fell on a holiday. She offered they could either move that date or cancel their meeting for December. The BPAC Members' teambuilding exercise would be in January. Committee Member Hunsinger recommended they skip their December Meeting and focus on their January Meeting. A motion was made by Committee Member Richard Hunsinger and seconded by Committee Member Dr. June Stansky to cancel the December Baytown Police Advisory Committee Meeting. The vote was as follows: Ayes: Vice Chairperson Michael Springer, Committee Member Dr. June Stansky, Committee Member Richard Hunsinger, Committee Member Natalie Robinson, Committee Member Doris Thomas Nays: None Other: Chairperson Dr. Marissa Moreno(Absent),Committee Member Lt.Rodney Evans (Absent), and Committee Member Athena Greene(Absent) Approved Legal Counsel Jerris Mapes lastly noted January 24, 2023, would be their January Meeting date. ADJOURN With there being no further business to discuss, a motion was made by Committee Member Richard Hunsinger and seconded by Committee Member Dr. June Stansky to adjourn the November 15, 2022, Baytown Police Advisory Committee Meeting at 6:29 P.M.
