2023 01 17 CC Minutes, Retreat (Day 1) MINUTES OF THE RETREAT,DAY 1,MEETING OF THE CITY COUNCIL OF THE CITY OF BAYTOWN January 17, 2023 The City Council of the City of Baytown, Texas, met on the first day of a Retreat on Tuesday, January 17, 2023, at 8:00 A.M. in the West Parlor Meeting Room of the Grand Galvez Hotel located at 2024 Seawall Boulevard, Galveston,Texas 77550, with the following in attendance: Laura Alvarado Council Member Sarah Graham Council Member Kenrick Griffith Council Member Jacob Powell Mayor Pro Tern Mike Lester Council Member Brandon Capetillo Mayor Jason Reynolds City Manager Scott Lemond City Attorney Brian Moran Assistant to the City Manager Chad Wright Consultant Mayor Capetillo convened the January 17, 2023, City Council Retreat Meeting with a quorum present at 8:00 A.M. All members were present with the exception of Council Member Heather Betancourth who was absent. 1. DISCUSSIONS a. Introduction and Personality Workshop for Council Members. After presenting welcoming remarks, Mayor Capetillo thanked the Council Members for attending. He welcomed Consultant Chad Wright who would begin the Introduction and Personality Workshop.Mr.Wright led the workshop and discussed each of the Council Members' traits based on the results from their Enneagram and CliftonStrength exam. Mr. Wright explained the assessment overview described the nine personality types and the levels of health related to each. Through those lenses was how each of the Council Members' saw and experienced life. The ability to understand the basic personality type of each of their peers would enable the Council Members to intentionally choose the best version of themselves that showed up each day. b. Discuss Council Roles and Responsibilities. At 3:58 P.M.,City Attorney Scott Lemond began discussing the Council's roles,responsibilities, and powers as it was described in the City Charter. Mr. Lemond explained the Charter established the framework for what the City of Baytown did. In a sense, it was like the City's constitution. The Charter could not be amended unless it was by the voters. Mr. Lemond further described the form of government known as Council-Manager government in addition to the City Council's City Council Retreat Meeting Minutes January 17,2023 Page 2 of 2 power and the City Manager's power.Mr. Lemond discussed the City Attorney's Office,its duties, and the services it provided to Council. Mr. Lemond offered additional information about ethics as well as information about the Ethics Commission, its history, and its membership. On a separate note,Mr.Lemond answered Council's questions regarding City business discussed in their Executive Session. It was noted that Council Members and City Staff were bound by the same rules and subject to civil and criminal lawsuits. The City Attorney's presentation also addressed City business done on social media platforms.Even if it was on their personal or private device, those records could be requested from citizens and the Council Member would be responsible for turning those over. Mr. Lemond recommended Council to speak with Public Affairs Director Thomas Reeves for any additional questions or information about social media. c. Discuss Leadership Vocabulary and Preparation for Day 2 of the City Council Retreat. Due to the lack of time, the item was briefly covered by Consultant Chad Wright. The Council Members were asked to review their results and to think about how they could use what was discussed earlier in the day for tomorrow. 2.
